The Forum notes that there is a need for capacity-building in national and local government as well indigenous communities in the areas within the Forum’s mandate, and recommends that various parts of the United Nations system, including the International Labour Organization and the secretariat of the Forum, cooperate to provide technical assistance in that regard at the request of Governments and indigenous communities.

Responses

Various UN agencies are involved in capacity building for indigenous peoples. For example, SPFII implemented a project entitled "Engaging indigenous women: local-government capacity-building through new technologies in Latin America" under the Development Account. The main objective of this project was to strengthen the capacity of institutions at the national and community levels in Bolivia, Ecuador and Perú to engage indigenous women in decision-making processes by utilizing new information and communication technologies (see document A/60/6(Sect. 34).

Furthermore, SPFII has created a training module for UN Country teams aimed at implementing the UNDG Guidelines on Indigenous Peoples´ Issues.
