The Permanent Forum urges Member States and United Nations entities, in particular the World Health Organization (WHO), to recognize that Indigenous views of human and planetary health must be central to the 2030 Agenda for Sustainable Development and emphasizes the central need to stabilize and regenerate the biosphere as essential for protecting humanity. The right to a clean, healthy and sustainable environment, the right to health and development and the rights of Indigenous Peoples must be seen as interconnected and essential to an integrated planetary health governance framework.

"The Permanent Forum expresses considerable concern with the disparity
between indigenous and national maternal mortality rates in many countries and encourages Member States to incorporate an intercultural approach to sexual and reproductive health services and promoting the inclusion of indigenous health workers. The Permanent Forum invites Member States to seek the support of the United Nations Population Fund (UNFPA) and other relevant agencies, funds and programmes of the United Nations system in taking forward this recommendation and in strengthening the disaggregation of data by ethnicity, in the area of sexual and reproductive health and reproductive rights, in the 2020 census round to strengthen the implementation of the 2030 Agenda for Sustainable Development."

The Permanent Forum expresses appreciation to Mr. Parshuram Tamang and Mr. Yuri Boichenko for their draft questionnaire for United Nations agencies and requests the secretariat of the Permanent Forum to use the questionnaire in seeking information from agencies for its future sessions. The Permanent Forum also supports requests from States that they receive a similar questionnaire and requests the secretariat to carry through this request, in consultation with members of the Permanent Forum.

The Permanent Forum encourages the Food and Agriculture Organization of the United Nations (FAO), jointly with other United Nations agencies, to support the consolidation of the already established communication platforms in Latin America and Canada and to establish platforms in Asia and Africa and the Pacific. The Forum recommends that FAO and other agencies strengthen the reporting and monitoring mechanisms for the communication platforms, especially with a view to supporting indigenous peoples with a monitoring mechanism for their territories.

The Permanent Forum acknowledges the Fund’s country strategic opportunities programmes as an important instrument for actively focusing on indigenous issues at the national level. The Permanent Forum recommends that IFAD construct mechanisms to secure the complementary use of the national operative planning instruments and the new institutional policy on engaging with indigenous peoples. The alignment of those instruments with the future institutional policy on indigenous issues is important for the mainstreaming of indigenous peoples’ issues within IFAD.

Since the adoption of the 2030 Agenda for Sustainable Development by Member States in 2015, the Permanent Forum has repeatedly highlighted the importance of ensuring the meaningful and full participation of indigenous peoples in the implementation of the 2030 Agenda. Unfortunately, the world is not on track to meet globally agreed targets. This has been particularly evident during the period of the COVID-19 pandemic, in which existing inequities have been exacerbated, placing the survival of indigenous peoples at greater risk. During the pandemic, indigenous peoples, in particular indigenous women and girls, have not only been left behind, but have been left even further behind.

The Permanent Forum congratulates the International Fund for Agricultural Development (IFAD) on the establishment of an indigenous peoples’ forum on 18 February 2011. This is consistent with international standards and, in particular, with the United Nations Declaration on the Rights of Indigenous Peoples. It is also an example of good practice to be followed by other United Nations entities. The Forum encourages IFAD to: (a) actively promote the participation of indigenous peoples’ organizations in country strategies and programme cycles; (b) improve the design, monitoring and evaluation of IFAD-funded projects by using specific indicators for the well-being of indigenous peoples and by promoting an independent assessment of such projects by indigenous peoples; and (c) improving its advocacy role in disseminating its best practices in terms of development approaches with indigenous peoples at the national, regional and international levels.
