Member States, the United Nations system, bodies and funds should consider the definitions of extreme poverty by indigenous peoples and in this regard should refer to the report of the independent expert on human rights and extreme poverty (E/CN.4/2005/49). Poverty indicators based on indigenous peoples' own perception of their situation and experiences should be developed, jointly with indigenous peoples.

The Permanent Forum also welcomes the recent adoption of the United Nations Development Group guidelines for indigenous peoples’ issues, which will bring the United Nations normative framework on indigenous peoples to the field level and contribute to the implementation of the goals and objectives of the Decade and of the United Nations Declaration on the Rights of Indigenous Peoples. The Forum encourages the United Nations system to support the Guidelines with a programme of action and calls upon the donor community to provide resources to that effect. The Forum also calls upon the Inter-Agency Support Group on Indigenous Issues to review and revise the Guidelines in light of the adoption of the Declaration.

The Permanent Forum therefore urges the World Health Organization to develop a strategy and programme to tackle self-harm and suicide among indigenous children and young people at the global level. The Forum recommends taking into account the initiatives that are being conducted at the regional level, in particular by the Pan American Health Organization, and using them as a basis for further expansion. As a first step, the Forum suggests that the World Health Organization gather evidence and initiate research on the prevalence of self-harm and suicide among indigenous children and young people at the global level and prepare a compilation of good practices on prevention of self-harm and suicide among indigenous young people, publishing its findings by 1 January 2017.

In this regard, the Permanent Forum recommends that Member States and the United Nations system take due account of the outcome document and the conclusions of the World Conference on Indigenous Peoples, to be held in September 2014, given that this process is deeply interrelated with the post-2015 process and will set the context for future work on indigenous peoples’ issues.
