The Permanent Forum takes note of the under the auspices of a steering committee consisting of the Women's Refugee Commission, Equality Now, Equal Rights Trust, Tilburg University, the Office of the United Nations High Commissioner for Refugees and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The Forum therefore calls upon those Member States whose constitutional provisions and legislation require review, as a matter of urgency, to support this global campaign, consistent with the Declaration and the rights of indigenous women highlighted in articles 21 and 22. The Permanent Forum calls upon the secretariat of the Convention on Biological Diversity to work in partnership with other members of the Inter-Agency Support Group and donors to organize regional workshops for the purposes of information exchange and capacity-building among Governments, indigenous peoples and local communities and other stakeholders with regard to the proposed international regime on access and benefit-sharing. In addition, the secretariat is called upon to provide financial support for indigenous networks to disseminate information, in appropriate and accessible languages, and through appropriate media, to indigenous communities on this issue.

The Permanent Forum recommends that the Statistics Commission advocate for the promotion of indigenous peoples’ issues in the 2010 round of population and housing censuses and the Demographic and Health Survey, and other surveys and censuses, taking into account the global synthesis report on indicators of well-being, poverty and sustainability submitted at the seventh session of the Forum. The Forum calls on all relevant United Nations agencies to support this initiative.

The Permanent Forum recalls its recommendation at the twentieth session, in which it emphasized that existing mechanisms to support the participation of indigenous peoples in processes that affect them must adapt to the new environment caused by the COVID-19 pandemic and support the online participation of indigenous peoples. Such support includes purchasing data packages and facilitating access to electricity and necessary hardware and in-country travel to gain access to stable Internet connections. The Permanent Forum recommends that the existing mandate of the United Nations Voluntary Fund for Indigenous Peoples, as reflected in General Assembly resolution 70/232, be expanded to that effect and calls on Member States to ensure that the proposal for the expansion of their mandate is introduced at the seventy-seventh session of the General Assembly in the annual resolution on the rights of indigenous peoples.

The Forum notes that there is a need for capacity-building in national and local government as well indigenous communities in the areas within the Forum’s mandate, and recommends that various parts of the United Nations system, including the International Labour Organization and the secretariat of the Forum, cooperate to provide technical assistance in that regard at the request of Governments and indigenous communities.

The Permanent Forum welcomes the initiation of a national dialogue to discuss and achieve key constitutional reforms in the field of justice in Guatemala, and encourages the recognition of indigenous justice systems. The Forum urges Guatemala and the private sector, in addition to the World Bank and other international economic institutions, to acknowledge that serious efforts require structural economic and social reforms rather than rapid growth of gross domestic product in order to reverse widespread and growing poverty among the indigenous peoples of Guatemala. Such crucial reforms must ensure more equitable distribution and access to traditional lands for the indigenous peoples of Guatemala, consistent with the rights affirmed in the United Nations Declaration, and on the basis of respect for and legal recognition of their collective rights, including their self-determined development. Furthermore, the Forum calls upon Guatemala to reinforce the effective and full implementation of the Peace Accords.
