Member States, the United Nations system, bodies and funds should consider the definitions of extreme poverty by indigenous peoples and in this regard should refer to the report of the independent expert on human rights and extreme poverty (E/CN.4/2005/49). Poverty indicators based on indigenous peoples' own perception of their situation and experiences should be developed, jointly with indigenous peoples.

The United Nations Conference on Sustainable Development (Rio+20) should embrace the cultural dimensions of sustainable development. The Permanent Forum recommends that the Conference approve the cultural indicators as a fourth “pillar” for the elaboration of development policies for all peoples.

The Forum urges all relevant United Nations entities, especially UNDP, UNIFEM, UNICEF and UNFPA, to:
(a) Develop methodologies and strategies to research the underlying causes of the "feminization" and "indigenization" of poverty and to develop programmes, which effectively address these underlying causes of marginalization;
(b) Perform systematic needs assessments for indigenous women based on the information provided by indigenous women’s groups and NGOs;

The Permanent Forum recommends that international financial institutions adopt and incorporate the right of indigenous peoples to free, prior and informed consent, without qualification, into their safeguard policies and project-related instruments. The Permanent Forum urges the funds, programmes and specialized agencies to have a special focus on the implementation of the United Nations Declaration on the Rights of Indigenous Peoples and the system-wide action plan in a few designated countries in 2017 and 2018 and led by the United Nations resident coordinators. In selecting those countries for joint action, special attention should be given to countries that already are under focus, such as those that are carrying out voluntary national reviews for the high-level political forum on sustainable development, those that are under review by the Working Group on the Universal Periodic Review, those that are in the preparatory phases for a new United Nations Development Assistance Framework, or those in which a dialogue process between the State and the indigenous peoples is taking place.

Sexual and gender-based violence increases in settings of conflict. Sexual violence has also been used systematically as a weapon of war against indigenous women. In the light of the particular risks and vulnerabilities of indigenous women and girls relating to sexual and gender-based violence, the Permanent Forum recommends that Governments, local authorities, specialized agencies of the United Nations system and civil society collaborate with indigenous peoples to establish multisectoral and holistic approaches to combat the various forms of violence against women and girls.
