The Permanent Forum recommends that indigenous peoples’ organizations, particularly those concerned with indigenous women and young people, participate fully in the design, implementation, monitoring and evaluation of policies and programmes related to the Millennium Development Goals. This includes participation in the preparations for the summit on the Millennium Development Goals through national consultation processes and in decision-making on the proposed summit outcome.

The Forum calls for the dissemination and full implementation of the recommendations of the Special Rapporteur's reports on the relationships of indigenous peoples and land rights, and on permanent sovereignty of indigenous peoples over their natural resources and invites the Special Rapporteur, through the Subcommission on the Promotion and Protection of Human Rights, to present an updated report at the next session of the Forum

The Permanent Forum notes the increasing operational activity of extractive industries and other large-scale development projects, including land grabbing, which is taking place on or near the territories of indigenous peoples in many African States, often without the involvement of indigenous peoples and without their free, prior and informed consent. The Forum recommends that African States must respect the United Nations Declaration on the Rights of Indigenous Peoples, in particular the right of indigenous peoples to free, prior and informed consent.
