The Permanent Forum recommends that the Intergovernmental Panel on Climate Change prepare a special report within its seventh assessment cycle, led by Indigenous academics, scientists and traditional knowledge holders, to assess the opportunities for and threats against Indigenous Peoples in the areas of adaptation, mitigation, and loss and damage.

The Forum recognizes that:
(a) The right to education is a key instrument for achieving equitable development and respect for cultural diversity. Education is an investment in the future, a means to reduce poverty and counter discrimination; (b) Indigenous peoples have the right, including treaty rights (as relevant) to quality primary education that is sensitive to their holistic worldviews, languages, traditional knowledge and other aspects of their cultures, which contribute to human dignity, identity, and intercultural dialogue; c) Mother-tongue mediated bilingual education is indispensable for effective learning for indigenous children and for the reduction of dropout rates; (d) Any efforts to achieve Millennium Development Goal 2 are likely to fail if impartial and effective implementation of culturally sensitive educational programs, curricula and actions addressing the needs of indigenous peoples are not undertaken; (e) indigenous children experience particular difficulties relating to access to education of quality and sociocultural relevance at all levels. Obstacles are numerous and complex and include, among others, distance to schools, differences in lifestyles, for example, nomadic and semi-nomadic communities, discrimination, violence, extreme poverty and exclusion; (f) Education can be one of the most important tools for combating prejudice and discrimination. National curricula frequently ignore the cultures, treaties, histories, and spiritual values of indigenous peoples and reinforce stereotypes; (g) In many cases, current criteria to measure the achievement of Goal 2 regarding indigenous education are absent or are based on insufficient indicators which do not reflect indigenous educational specificities and are culturally inappropriate and insensitive

The Permanent Forum takes note of the following reports: (a)“Cultural indicators for food security, food sovereignty and sustainable development”, from the second Global Consultation on the Right to Food, Food Security and Food Sovereignty for Indigenous Peoples, held in Bilwi, Puerto Cabezas, Nicaragua, from 7 to 9 September 2006;(b) The Latin America and the Caribbean regional meeting on indicators, held in Bilwi, Puerto Cabezas, Nicaragua in September 2006;(c)Meeting on indigenous peoples and indicators of well-being; Aboriginal Policy Research Conference, Ottawa, 22 and 23 March 2006; (d)Asia Regional Workshop on Indicators Relevant for Indigenous Peoples, Convention on Biological Diversity and Millennium Development Goals, Mindoro Oriental, Philippines, November 2006;(e)African Regional Expert Workshop on Indicators of Well-being and Indigenous Peoples, Nairobi, November 2006.--The Permanent Forum further recommends that United Nations agencies, Member States and indigenous peoples utilize these indicators and support further efforts to develop them and to test some of these indicators in some countries.

The Permanent Forum recognizes the importance of indigenous peoples knowledge systems as the basis of their development with culture and identity and therefore recommends that ongoing international processes, such as negotiations on the international regime on access and benefit-sharing of the Convention on Biological Diversity, the Ad Hoc Working Group on Long-term Cooperative Action of the United Nations Framework Convention on Climate Change, and the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore of the World Intellectual Property Organization, should recognize and integrate the crucial role and relevance of indigenous knowledge systems in accordance with the United Nations Declaration on the Rights of Indigenous Peoples.

The Forum decides to appoint Victoria Tauli-Corpuz and Lars Anders-Baer, members of the Permanent Forum, as special rapporteurs to prepare a report on various models and best practices of mitigation and adaptation measures undertaken by indigenous peoples from various parts of the world. The Forum requests that these special rapporteurs, in collaboration with indigenous peoples, also prepare a draft declaration of action on climate change and indigenous peoples, which can include a road map for indigenous peoples towards the 2009 Copenhagen Conference of the Parties to the United Nations Framework Convention on Climate Change and beyond. These will be presented at the eighth session of the Forum.

The Permanent Forum recommends that the Framework Convention on Climate Change, in cooperation with States, provide adaptation funds to indigenous peoples affected by climate change-related disasters. Indigenous peoples whose lands have already disappeared or have become uninhabitable or spoilt due to seawater rise, floods, droughts or erosion, and who have thus become environmental refugees or displaced persons, should be provided with appropriate relocation with the support of the international community.

The Permanent Forum recommends that the United Nations system, the World Bank Group, the Inter-American Development Bank, the Asian Development Bank, the African Development Bank and other multilateral development banks formulate policies to ensure that indigenous education projects that are financed take into account the use, protection and intercultural preservation of indigenous languages through supporting bilingual, intercultural and multilingual education in indigenous languages. The International Monetary Fund should respect the rights of indigenous peoples recognized in international law.

The Permanent Forum applauds the effective participation mechanisms for indigenous peoples in such mechanisms as the Convention on Biological Diversity Working Group on article 8 (j) and related provisions, and recommends that, in accordance with the United Nations Declaration on the Rights of Indigenous Peoples, such practices be extended to all critical areas of interest to indigenous peoples, such as the Working Group on Access and Benefit-sharing and in particular the Working Group on Protected Areas.

The Permanent Forum welcomes the adoption by the Green Climate Fund of the Indigenous Peoples Policy and the Environmental and Social Policy, as well as the establishment of the Indigenous Peoples Advisory Group by the Fund, and encourages the Fund to support specific capacity-building programmes for indigenous peoples as part of the readiness and preparatory programme to ensure their full and effective engagement with the Fund at all levels and in all activities.
