The Permanent Forum recognizes the particular concerns of African indigenous youth, who are striving against political, social and economic challenges, poverty, marginalization and a lack of capacity development and employment. The Permanent Forum calls upon, among others, the Economic Commission for Africa and the African Union, including the New Partnership for Africa’s Development, to provide adequate capacity-building programmes and opportunities to enable African indigenous youth, women and persons with disabilities to engage meaningfully with States and other key development players, including by organizing and sponsoring attendance at training sessions, conferences and other forums on indigenous issues.

There generally appears to be positive recognition of the approach to Goal 1 suggested by the Permanent Forum, while there has been less attention paid to Goal 2. In both areas, there appears to be an increase in the number of projects being implemented in Latin America, with limited projects in Asia, and one or two projects in Africa. This is particularly the case under Goal 2, where there is a general lack of reporting from Asia or Africa on intercultural/bilingual education projects or programmes in this area.

The Permanent Forum recommends that UNICEF continue to gather data on the issue of children and migration and information on the effects of migration on children, recognizing in particular the situation of indigenous children, the risks of serious exploitation, such as trafficking in human beings for various purposes, and the restoration of rights to victims and vulnerable children, such as street children, through all country-level programmes.

The Forum is deeply concerned that particular problems and discrimination are faced by indigenous children and youth, including in the areas of education, health, culture, extreme poverty, mortality, incarceration, labour and other relevant areas. The Forum notes the need for new indicators to be developed by the United Nations that will specifically target those problems, and in that regard invites UNICEF to develop such new indicators and share them with other entities of the United Nations system, especially UNESCO.

The Permanent Forum notes that in order to facilitate the expert meeting, there is a need for country-specific situation analysis. The Forum invites UNESCO to conduct this analysis, given the agency’s experience and expertise in the area. The Forum also invites UNESCO to transmit the analysis to the Forum. The analysis should identify the legislative and/or policy frameworks that States employ to facilitate successful models of bilingual learning, multicultural and multilingual learning and mother tongue education and identify the barriers to implementation of those frameworks

The Permanent Forum recognizes the important interconnections between the Sustainable Development Goals and indigenous languages, as well as the integration of gender equality principles, as described in the Global Action Plan, and proposes that such indicators be included in the post-2030 development agenda to ensure the sustainability of outcomes and the continuity of efforts established by the International Decade. The Permanent Forum recommends that UNESCO and its member States initiate work, with the possible assistance of the Statistical Commission, on indigenous language-related data, with adequate funding to support the post-2030 priorities. The Permanent Forum invites the Indigenous Navigator to offer its tools and data for the global collection of data on indigenous languages.
