In the context of the implementation of the Policy on Ethnicity and Health, adopted by the executive committee of the Pan American Health Organization (PAHO) in 2017 (CE160.R11), the Permanent Forum invites PAHO and the World Health Organization (WHO) to collaborate with health institutions and policymakers to address issues related to indigenous maternal health, including the practice of indigenous midwifery. It recommends that PAHO prepare a study on the advancements in indigenous maternal health, including best practices used by indigenous midwives and supportive organizations. The Forum invites PAHO to submit the report by 2020.

The Permanent Forum reiterates its concern over environmental violence, in particular the pervasive impacts of such violence on indigenous women and girls. The Forum takes note with appreciation of the recommendations from the third International Indigenous Women’s Symposium on Environment and Reproductive Health, held at Columbia University in New York on 14 and 15 April 2018. The Forum recommends that members of the Inter-Agency Support Group on Indigenous Peoples’ Issues and the relevant special procedures of the Human Rights Council consider ways to address and incorporate the recommendations from that Symposium.

The Permanent Forum welcomes the adoption by the Conference of the Parties to the Convention on Biological Diversity at its 10th meeting of the Code of Ethical Conduct to Ensure Respect for the Cultural and Intellectual Heritage of Indigenous and Local Communities Relevant to the Conservation and Sustainable Use of Biological Diversity (the Tkarihwaié:ri code of ethical conduct), which arose from a Forum recommendation made at its second session, and invites parties and Governments, international agencies and all those working with indigenous communities to make use of the code for research and access to, use, exchange and management of information concerning traditional knowledge.

The Permanent Forum recommends that States, the World Health Organization (WHO), the United Nations Population Fund (UNFPA), the United Nations Development Programme (UNDP) and other relevant organizations adopt targeted policies, programmes, projects and budgets designed to address the staggering prevalence of diabetes among indigenous peoples and put in place culturally appropriate health services, health education and awareness-raising initiatives to treat diabetes and prevent its rapid growth. Particular attention should be given to pregnant women, whose reproductive health is closely linked to the future risk of their children developing diabetes.

The Permanent Forum requests its secretariat to ensure wide circulation of the above-mentioned report and invites States, members of the Inter-Agency Support Group on Indigenous Issues, non-governmental organizations and the private sector, the secretariats of the United Nations Forum on Forests and the United Nations Framework Convention on Climate Change to provide comments and additional information and data to both the Special Rapporteur and the secretariat of the Permanent Forum. The contributions can include existing policies, projects and funding related to plantations and forestry, implementation of policies and case studies of good practices.
