The Permanent Forum takes note of the following reports: (a)“Cultural indicators for food security, food sovereignty and sustainable development”, from the second Global Consultation on the Right to Food, Food Security and Food Sovereignty for Indigenous Peoples, held in Bilwi, Puerto Cabezas, Nicaragua, from 7 to 9 September 2006;(b) The Latin America and the Caribbean regional meeting on indicators, held in Bilwi, Puerto Cabezas, Nicaragua in September 2006;(c)Meeting on indigenous peoples and indicators of well-being; Aboriginal Policy Research Conference, Ottawa, 22 and 23 March 2006; (d)Asia Regional Workshop on Indicators Relevant for Indigenous Peoples, Convention on Biological Diversity and Millennium Development Goals, Mindoro Oriental, Philippines, November 2006;(e)African Regional Expert Workshop on Indicators of Well-being and Indigenous Peoples, Nairobi, November 2006.--The Permanent Forum further recommends that United Nations agencies, Member States and indigenous peoples utilize these indicators and support further efforts to develop them and to test some of these indicators in some countries.

The Platform for Action, adopted at the Fourth World Conference on Women, included indigenous women among those who had encountered particular barriers to full equality and advancement, both as women and as members of their communities. The review and appraisal of the Beijing Platform for Action acknowledged that indigenous women continued to face many obstacles and challenges, which included multiple forms of discrimination based on gender, race and ethnicity, as well as the impact of globalization and environmental degradation.

The Permanent Forum acknowledges IFAD for the implementation of its policy on indigenous peoples and for selecting “Indigenous peoples’ food systems and sustainable livelihoods” as the theme of the second global meeting of the Indigenous Peoples’ Forum at IFAD. The Forum expects that IFAD will continue to strengthen its engagement with indigenous peoples in its future work by ensuring engagement at the country level through targeted programmes, capacity-building for indigenous peoples and project staff and the development of specific indicators on the well-being of indigenous peoples.

The Permanent Forum continues to be concerned that the World Bank’s new environmental and social safeguard 7 allows the conversion of the collective territories of indigenous peoples into individual ownership rights, even though it recognizes the importance of protecting the collective attachment of indigenous peoples to their lands. Providing funding for States to divide the lands of indigenous peoples generates conflict, irreparably harms livelihoods and traditional resource management strategies and erodes the governance structures of indigenous peoples. Paragraph 29 of environmental and social safeguard 7 should urgently be revised to ensure that indigenous peoples maintain their collective rights to lands, territories and resources in all projects funded by the Bank.

The Permanent Forum decides to appoint Kanyinke Sena, Mirna Cunningham and Bertie Xavier, members of the Permanent Forum, to conduct a study on indigenous peoples’ rights and safeguards in projects related to reducing emissions from deforestation and forest degradation (REDD+) and to report back to the Permanent Forum at its twelfth session, in 2013.

The Forum recommends that WHO, the United Nations Development Programme, the United Nations Children’s Fund, and the United Nations Population Fund convene a workshop on indigenous health, with the goal of addressing a system-wide strategy to address the health needs of indigenous peoples and setting out the terms of reference for a study on the health needs of indigenous peoples, with particular emphasis on indigenous children and women including infant mortality, reproductive rights, sterilization, domestic abuse and addiction and the collection of data relating to these issues. The Forum recommends that its focal point and a representative of the Indigenous Peoples’ Caucus on Health be invited to attend and be provided the means to participate.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. In that respect, the modus operandi and methods of work for enhanced Indigenous participation under article 8 (j) and related provisions The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Forum decides to appoint Victoria Tauli-Corpuz and Lars Anders-Baer, members of the Permanent Forum, as special rapporteurs to prepare a report on various models and best practices of mitigation and adaptation measures undertaken by indigenous peoples from various parts of the world. The Forum requests that these special rapporteurs, in collaboration with indigenous peoples, also prepare a draft declaration of action on climate change and indigenous peoples, which can include a road map for indigenous peoples towards the 2009 Copenhagen Conference of the Parties to the United Nations Framework Convention on Climate Change and beyond. These will be presented at the eighth session of the Forum.

The Permanent Forum recommends that the international community take serious measures to mitigate climate change. The survival of the traditional ways of life of indigenous peoples depends in large part on the success of international negotiations in developing strong, enforceable agreements that will truly be effective in combating climate change. The Permanent Forum concurs with a major conclusion of the Stern report that strong and immediate measures to curb greenhouse gas emissions now will be less costly than attempting to adapt to the widespread changes that unchecked climate change will cause in the future.

The Permanent Forum repeats its call for an end to the criminalization of indigenous midwives as expressed in the recommendations contained in paragraphs 49 and 50 of its report on its seventeenth session (E/2018/43-E/C.19/2018/11) and urges States to respect the right of indigenous peoples to maintain their traditional health practices in accordance with article 24 of the Declaration.
