The Permanent Forum is equally alarmed at the many testimonies from Indigenous Peoples on the establishment of protected areas and conservation measures without the free, prior and informed consent of Indigenous Peoples and the persistent violations of their human rights in the context of conservation. The Permanent Forum underlines that it is the responsibility of Member States and other actors to obtain free, prior and informed consent directly from Indigenous Peoples when developing policies and legislation pertaining to conservation measures and protected areas.

The Permanent Forum requests the Intergovernmental Panel on Climate Change to undertake a specific assessment of the opportunities and threats for indigenous peoples arising from the various greenhouse gas emission strategies that are currently in place and will potentially come into operation to mitigate the impacts of climate change and requests that this assessment be undertaken with the full and effective participation of indigenous peoples around the world.

The Permanent Forum recommends that WHO establish a high-level consultative body with representatives of Indigenous Peoples to guide its work on human and planetary health. In line with the Geneva Declaration on the Health and Survival of Indigenous Peoples and the recommendations of the Permanent Forum over the past 20 years, the Permanent Forum calls upon WHO to adopt an Indigenous Peoples policy and mandate to approach the health of Indigenous Peoples in all its regions.

The Permanent Forum urges States to recognize that suicidal behaviour, suicide and self-harm are directly related to the social and economic situation of indigenous peoples in specific countries and primarily linked to loss of self-identification and departure from the roots of traditional culture and ways of life. This, in turn, is linked to the loss by indigenous peoples of their rights to their lands and territories, natural resources, traditional ways of life and traditional uses of natural resources.

The Permanent Forum decides to extend the appointment as Special Rapporteur of Michael Dodson, a member of the Forum, to prepare a paper on the relevant principles contained in the United Nations Declaration on the Rights of Indigenous Peoples, taking into account the provisions of ILO Conventions No. 169 and No. 107 that relate to indigenous land tenure and management arrangements, to assist indigenous peoples, States and United Nations agencies in negotiating indigenous land tenure and management arrangements and to present the paper at the eighth session of the Forum, in 2009.

The Permanent Forum recommends that, prior to its seventh session, United Nations organizations should provide technical assistance and convene, in cooperation with indigenous peoples’ organizations, regional workshops on the special theme of the seventh session, “Climate change, bio-cultural diversity and livelihoods: the stewardship of indigenous peoples and new challenges”, with the participation of the members of the Forum and other experts, indigenous peoples’ representatives, indigenous parliamentarians, State representatives and representatives of the United Nations system, in order to formulate recommendations for consideration, as part of its preparatory work for the seventh session. The Permanent Forum further recommends that States, organizations and donors provide resources for these regional workshops and that the report on the human rights situation of indigenous peoples in States and Territories threatened with extinction for environmental reasons be included in the discussions held at the workshops.

Scientists, policymakers and the international community as a whole should undertake regular consultations with indigenous peoples so that their studies and decisions will be informed by indigenous peoples’ traditional knowledge and experiences. The Permanent Forum can play a role in ensuring that the traditional knowledge and best practices of indigenous peoples relevant to fighting climate change and its impacts will be considered in the negotiation processes leading to the Copenhagen Conference of the Parties to the United Nations Framework Convention on Climate Change and beyond, including through discussions with the United Nations Framework Convention on Climate Change.

The Forum urges the Global Alliance For Vaccination Initiatives (GAVI) to sponsor a workshop and also urges UNDP to co-sponsor a workshop to expand global programmes for immunization and vaccination of indigenous women and children and to assess the need for safety protocols relating thereto. The Permanent Forum recommends that its focal point in health and a representative of the Indigenous Peoples’ Caucus on Health be invited to attend and be provided the means to participate.

The Permanent Forum recommends that the Joint United Nations Programme on HIV/AIDS, the United Nations Children’s Fund and other relevant United Nations entities collaborate with indigenous organizations in all regions to develop comprehensive guidelines, including best practices for culturally safe sex education by and for indigenous peoples. That type of comprehensive education may serve as an effective violence-prevention means.
