The Permanent Forum expresses appreciation to all States, United Nations agencies and foundations that contributed to the Trust Fund on Indigenous Issues, including contributions for the small grants programme for the Second International Decade of the World’s Indigenous People and the Voluntary Fund for Indigenous Populations, and invites States, agencies and foundations to continue contributing generously to the Funds. The Forum urges the Voluntary Fund on Indigenous Populations to give particular support to applications from indigenous peoples from the Pacific to participate in its seventh session in 2008. The Permanent Forum encourages representatives of indigenous peoples’ organizations from the Pacific to make applications to the Fund in order to the attend the seventh session of the Permanent Forum.

The Permanent Forum calls on the organizers of the forthcoming meetings of Conference of the Parties to the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity and the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa to ensure the full and effective participation of indigenous peoples, virtually or in person, in the meetings that are to be organized later in 2021. The Forum encourages donors and civil society organizations to support indigenous peoples’ participation in these events.

The Forum encourages the Food and Agricultural Organization of the United Nations (FAO) to recognize the importance of and emphasize support for indigenous agricultural systems, including forestry, shifting cultivation, fisheries, livestock, pastoralism and hunting-gathering systems, and their associated biodiversity, foods, knowledge systems and cultures. It encourages FAO to promote the responsible use of culturally appropriate agricultural inputs and technology so as to protect the traditional livelihoods of indigenous peoples

The Forum recommends that the World Conservation Union Congress, to be held in November 2004 in Bangkok, endorse the recommendations on indigenous peoples and protected areas, as well as other relevant recommendations (such as on sacred sites) adopted by the Fifth World Parks Congress. It should also emphasize the need for the recognition of community conserved areas and indigenous peoples’ protected areas, the need for the full respect for indigenous peoples’ rights and the need for indigenous peoples’ free prior informed consent to be obtained before the declaration or in the management of any protected area which may affect them.

The Permanent Forum urges Member States to include indigenous peoples’ rights in the outcomes of the 2019 Climate Summit called for by the Secretary- General, which will be held on 23 September 2019. The Forum also recommends that States, the United Nations system, indigenous peoples’ organizations and other partners secure funding to ensure the adequate participation of indigenous peoples at the Summit and at the preparatory meetings.

II) and invites States, the United Nations system and other intergovernmental organizations, and indigenous peoples and other non-governmental organizations to provide information to the Coordinator.

Recognizing the deep spiritual relationship indigenous peoples have with water, and the great respect they have for the natural laws governing the health and the sanctity of water, the Permanent Forum recommends that States review, with the direct participation of indigenous peoples, their laws on water regulation and the treaties, land claims and self-government agreements that they have entered into with indigenous peoples, taking into account the sanctity of water reflected in those agreements. It is further recommended that States present their reviews to the eighth session of the Permanent Forum in 2009, including in particular, information on the status of the implementation of laws and agreements with respect to water and indigenous peoples.

The Permanent Forum welcomes the adoption of resolution 63/278, by which the General Assembly established International Mother Earth Day and embraces indigenous peoples’ and Member States’ recommendations regarding the need to promote humankind living in harmony with nature. Therefore, the Forum decides to appoint Mr Carlos Mamani Candori and Mr Bartolome Clavero, members of the Forum as Special Rapporteurs, to conduct a study, without financial implications, on its implementation, taking into account, inter alia, the consideration and recognition of Mother Earth rights and submit a report to the ninth session of the Forum in 2010.
