The Permanent Forum calls on all States that have not yet done so to implement the 2005 Kyoto Protocol, the United Nations Framework Convention on Climate Change and other international initiatives that address climate change and biocultural diversity in conjunction with indigenous peoples, including indigenous women, in a full and effective way. The Annex I countries should implement their commitments to the Kyoto Protocol by doing all they can to shift their economic systems towards low-carbon systems, instead of relying mainly on the purchase of emission credits to offset their emissions. The fast-industrializing developing countries should also undertake serious efforts to cut their emissions and develop low-carbon energy systems.

The Permanent Forum recommends that the Open Working Group on Sustainable Development Goals and the United Nations system ensure the inclusion and meaningful participation of indigenous peoples in all processes relating to the elaboration of the sustainable development goals. In this regard, the Forum recommends that indigenous peoples and their organizations and representatives participate in the dialogues between Member States and civil society during meetings of the Group.

The Forum calls for the dissemination and full implementation of the recommendations of the Special Rapporteur's reports on the relationships of indigenous peoples and land rights, and on permanent sovereignty of indigenous peoples over their natural resources and invites the Special Rapporteur, through the Subcommission on the Promotion and Protection of Human Rights, to present an updated report at the next session of the Forum
