The Permanent Forum reiterates its call to Member States to establish mechanisms and processes for comprehensive dialogue and consultations with indigenous peoples in order to obtain their free, prior and informed consent in relation to any project that will have an impact on their territories and resources. In this regard, the Forum expresses concern regarding the lack of consultation by the Government of the Plurinational State of Bolivia with the indigenous peoples who will be affected by the mega-hydroelectric project of El Bala-Chepete and Rositas, including the Guarani, Mosetén, Tacana, Tsimané, Leco, Ese Ejja and Uchupiamona peoples. The Forum urges the Government of the Plurinational State of Bolivia to respect the fundamental rights of indigenous peoples and ensure that they are able to exercise their rights in accordance with international human rights standards.

The Permanent Forum welcomes the results of the 2018 High-level Expert Seminar on Indigenous Food Systems, in particular the creation of an online global hub on indigenous food systems, and would like to recommend that the Food and Agriculture Organization of the United Nations (FAO) continue work on: (a) Indigenous young people towards the creation of a forum on indigenous young people in the coming years; (b) Indigenous food systems, in particular in relation to the links with traditional knowledge, climate change and the respect of indigenous peoples’ rights to their lands, territories and resources; (c) Indigenous women (the global campaign on indigenous women and the leadership and food security schools for indigenous women).

This programming has to be targeted at indigenous youth for fundamental change.

The Permanent Forum welcomes with appreciation the decision of the General Assembly, in its resolution 66/141, to request that the Secretary-General submit to the Assembly at its sixty-seventh session a comprehensive report on the rights of the child, including a focus on indigenous children. The Forum wishes to take part in any initiative undertaken by the Secretary-General in preparing the comprehensive report on the rights of the child.

The Permanent Forum welcomes the 2023 Indigenous youth Rome Declaration on Safeguarding Seven Generations in times of Food, Social, and Ecological Crisis that resulted from the second session of the Global Indigenous Youth Forum organized by the Food and Agriculture Organization of the United Nations (FAO). The Forum encourages FAO and the Global Indigenous Youth Forum to hold regional consultations in all seven Indigenous regions before the third session of the Global Indigenous Youth Forum in 2025
