Building upon past work of the Permanent Forum with regard to indigenous women, in particular the study on the extent of violence against indigenous women and girls in terms of article 22 (2) of the United Nations Declaration (see E/C.19/2013/9) and the report of the international expert group meeting on combating such violence (see E/2012/43-E/C.19/2012/13) the Forum recommends that States adopt measures aimed at addressing the specific problems of police brutality, systemic police violence and discrimination against indigenous women, as experienced, for example, by indigenous women in Val-d’Or, Canada, Sepur Zarco, Guatemala, and north-east India.

The Forum urges States to undertake and promote the expansion of their national health systems in order to provide holistic health programmes for indigenous children that incorporate preventive medical practices and family and community participation. States are urged to address the issues of malnutrition of indigenous children victimized by poverty by adopting special measures to ensure and protect the cultivation of traditional food crops.

The Permanent Forum acknowledges the progress made on its recommendation to FAO and WHO to revise the International Code of Conduct on Pesticide Management to include Indigenous Peoples’ views. The Permanent Forum urges FAO and WHO to develop guidance notes on the risk of pesticide use in Indigenous Peoples’ territories, in consultation with Indigenous Peoples.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. Despite this critical role, community-regulated indigenous midwifery is often undermined and actively criminalized, to the detriment of the health of indigenous peoples. To close the gap between indigenous and non -indigenous health outcomes, the practice of indigenous midwifery must be supported by state health policy and integration. The right of indigenous peoples to self-determination extends to their reproductive health, and States should put an end to the criminalization of indigenous midwifery and make the necessary legislative and regu latory amendments to legitimize indigenous midwives who are recognized by their communities as health-care providers. States should also support the education of new traditional indigenous midwives via multiple routes of education, including apprenticeship s and the oral transmission of knowledge.

The Forum recognizes the instrumental role of the Inter-Agency Network on Women and Gender Equality (IANWGE) and welcomes the identification of "indigenous women" as an emerging key issue, the creation of a task force on indigenous women and the inclusion of an item on indigenous women in its 2005 agenda. The Forum requests its secretariat to transmit to it the results of the 2005 session of IANWGE on indigenous women.
