The Permanent Forum welcomes the growing interest in participation in the Forum’s sessions among Africa’s indigenous peoples’ representatives, States, the Working Group on Indigenous Populations/Communities in Africa of the African Commission on Human and Peoples’ Rights, United Nations agencies, funds and programmes, and academic institutions working in Africa. The Forum requests that the United Nations system and other donors scale up their support for the participation of indigenous peoples of Africa in the Forum’s annual sessions.

The Permanent Forum urges Member States, the United Nations system and private philanthropic institutions to fund activities for the implementation of the global action plan and invites UNESCO, as the lead agency for the commemoration of the International Decade, to prioritize support for projects led by indigenous peoples. Languages on the brink of extinction must be afforded particular attention.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. The Permanent Forum recalls the relevance of article 13 (1) of the United Nations Declaration on the Rights of Indigenous Peoples and encourages States to step up efforts, in collaboration with Indigenous Peoples, to advance the realization of the linguistic and cultural rights of Indigenous Peoples, including through the right to education in Indigenous Peoples’ languages in the context of the International Decade.

The Permanent Forum urges Member States to consider the expansion of the mandate of the United Nations Voluntary Fund for Indigenous Peoples to support grantees who have effective initiatives to implement recommendations of United Nations human rights mechanisms; the participation of indigenous peoples in the Forum on Business and Human Rights; and the participation of indigenous peoples in the pre-sessions of the Working Group on the Universal Periodic Review of the Human Rights Council.

The Permanent Forum takes note of the evaluation report on action by the United Nations Educational, Scientific and Cultural Organization (UNESCO) to revitalize and promote indigenous languages, within the framework of the International Year of Indigenous Languages. According to the report, which was adopted by the Executive Board of UNESCO, UNESCO and the global task force should adopt lessons learned and the recommendations contained therein during the International Decade of Indigenous Languages, including by developing a road map with clear, measurable and time-bound activities and results. The Forum welcomes the inclusion of indigenous experts in indigenous language revitalization in the coordinating team of UNESCO for the International Decade and stresses the continuing need for such experts in the future. With a view to enhancing the global accessibility of all relevant information pertaining to the Decade, the use of the six official languages of the United Nations is crucial.

The Permanent Forum appeals to governments in the Arctic, Eastern Europe, the Russian Federation, Central Asia and Transcaucasia to give financial and political support to their indigenous peoples to play an active role in the implementation of the 2019 International Year of Indigenous Languages, including for indigenous peoples and experts to meet at conferences and other relevant regional meetings and events.

The Permanent Forum urges Member States to include indigenous peoples’ rights in the outcomes of the 2019 Climate Summit called for by the Secretary- General, which will be held on 23 September 2019. The Forum also recommends that States, the United Nations system, indigenous peoples’ organizations and other partners secure funding to ensure the adequate participation of indigenous peoples at the Summit and at the preparatory meetings.

The Permanent Forum welcomes the recent decision to establish an Ibero-American Institute of Indigenous Languages, with the support of the Fund for the Development of the Indigenous Peoples of Latin America and the Caribbean and member States of the region, within the framework of the XXVII Ibero-American Summit of Heads of State and Government held in Soldeu, Andorra, in April 2021, and encourages other regions to follow this initiative.
