The Permanent Forum welcomes the lively and analytical dialogue that emerged from the half-day discussion on the African region and encourages the United Nations Development Group to facilitate further dialogue between States and indigenous peoples at the African continental level to foster better understanding of the United Nations Declaration on the Rights of Indigenous Peoples and the commitments to indigenous peoples that Member States have made. Within this framework, capacity-building at the national level should be enhanced.

The Permanent Forum reiterates the call, made at its tenth session, to United Nations agencies and funds to conduct and support regional and international human rights training programmes aimed at building the capacity and advocacy skills of indigenous youth. Furthermore, the Forum recommends the use of social media, youth forums and other popular cultural forms of communication to disseminate information and training material on the rights of indigenous youth and to facilitate consultation processes at the national and international levels.

The Permanent Forum welcomes the report on the International Workshop on Perspectives of Relationships between Indigenous Peoples and Industrial Corporations, organized jointly by the Administration of the Yamalo-Nenets Autonomous Region, the Russian Association of Indigenous Peoples of the North, Siberia and the Far East, and the secretariat of the Permanent Forum on Indigenous Issues, with support from the Public Chamber of the Russian Federation, held in Salekhard, Russian Federation, on 2 and 3 July 2007, and calls upon States to fully support and accept the recommendations contained in the report.

The Permanent Forum recommends that, in order to ensure access to effective remedies, States enforce corporate compliance with relevant laws and standards. Transnational corporations and other business enterprises should put into place operational-level grievance mechanisms to provide early warning and help resolve problems before they escalate. Significant barriers to accessing effective judicial and non-judicial remedies persist, and the Forum supports the work of the Special Representative in identifying and proposing ways of eliminating those barriers.

The Permanent Forum considers climate change to be a driver of insecurity, exacerbating conflicts over lands, territories and resources. The Forum calls upon the Security Council to consider indigenous peoples as partners. Recalling the special theme of its second session, "Indigenous children and youth", the Permanent Forum confirms its commitment to make indigenous children and youth an ongoing part of its work. In so doing, it acknowledges the efforts made by organizations representing indigenous peoples, United Nations bodies, especially the Committee on the Rights of the Child and States, to address the urgent needs of indigenous children and youth, and encourages partners of the Forum towards further collaboration regarding this crucial cross-cutting issue.

The Permanent Forum welcomes the efforts of the Committee on the Elimination of Racial Discrimination to construe the International Convention on the Elimination of All Forms of Racial Discrimination, regarding indigenous persons, taking into account the provisions of the United Nations Declaration on the Rights of Indigenous Peoples. The Permanent Forum recommends that the Committee request relevant State parties to the Convention to prepare the sections relating to indigenous peoples in their reports on the implementation of the Convention in consultation and cooperation with indigenous peoples.
