The Forum underlines the importance for country-specific special rapporteurs, thematic special rapporteurs, experts and representatives of the Commission on Human Rights to pay special attention to the situation of indigenous peoples in their respective fields.
The Permanent Forum recommends that intergovernmental organizations such as the Commonwealth Secretariat and the Secretariat of the Ibero-American Summit, in cooperation with indigenous peoples, establish a working group to promote the implementation of the United Nations Declaration on the Rights of Indigenous Peoples and the Plan of Action of the Second International Decade of the World’s Indigenous People.
The Permanent Forum appreciates the participation and active input of national and regional human rights institutions at its sixteenth session, encourages studies and reports by the national human rights institutions in the promotion and protection of indigenous rights and invites those institutions to present their reports and studies in future sessions.
In order to protect the human rights of indigenous peoples, the Forum recommends that States create indigenous ombudsmen offices, especially for indigenous women, ensuring the full and effective participation of indigenous women
The Permanent Forum recommends that the United Nations system conduct a separate consultation with indigenous peoples at the regional and global levels as an integral and critical part of the processes relating to the post-2015 development agenda.
The Forum recommends that ILO, with the participation of interested parties, including indigenous peoples' organizations (the United Nations system, the International Finance Corporation, the European Bank for Rural Development) conduct a workshop on capacity-building for the sustainable development of indigenous communities to ensure that the Millennium Development Goals and targets are implemented in a timely and appropriate manner for indigenous peoples
The Permanent Forum recommends that the Human Rights Council mandate the United Nations Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, with the contribution of the United Nations Special Rapporteur on the rights of indigenous peoples, to undertake a study on incarceration, deaths in custody and indigenous peoples
The Permanent Forum requests that Member States and other potential donors increase their contributions to the United Nations Voluntary Fund for Indigenous Populations, the United Nations Indigenous Peoples’ Partnership and the Trust Fund on Indigenous Issues in order to guarantee the exercise of the right of indigenous peoples to participate in United Nations meetings of specific concern to them.
The Permanent Forum welcomes the study of the Expert Mechanism on the Rights of Indigenous Peoples on the right to education and the Expert Mechanism’s Advice No. 1. The Permanent Forum encourages States, indigenous peoples and others to disseminate these texts and incorporate them in national policies and practices.
The Permanent Forum appoints Mr. Michael Dodson, a member of the Forum, as a special rapporteur to prepare a draft guide, based on the relevant principles contained in the Declaration on the Rights of INdigenous Peoples, taking into account the provisions of ILO Convention 169 that relate to indigenous land tenure and management arrangements, to assist indigenous peoples, States and United Nations agencies in negotiating indigenous land tenure and management arrangements.
The Permanent Forum recommends that the Human Rights Council authorize at least one more session of the United Nations Working Group on Indigenous Populations so that it can review and, as needed, complete its important work.
The Permanent Forum encourages indigenous parliamentarians to organize a global satellite conference of indigenous representatives with the objective of analyzing as a whole the level of progress in the promotion, protection and exercise of the rights of indigenous peoples around the world within the framework of the seventh session of the Permanent Forum.
