The Forum expresses its support for the work of the Board of Trustees and the Advisory Group of the United Nations Voluntary Fund for Indigenous Populations and the United Nations Trust Fund for the International Decade of the World’s Indigenous Peoples, urges Governments, non-governmental organizations and other private or public entities and individuals to contribute to the funds and supports the continuation of the activities of the Board of Trustees and Advisory Group of both Funds, which are considered a vital support to indigenous communities worldwide.

Youth employment poverty-reduction strategies of States and the intergovernmental system should especially focus on indigenous youth, women and men, who are among the most marginalized within the current economic system. The Permanent Forum was presented with horrific testimonies of Indigenous children incarcerated in prisons and other holding facilities. The Permanent Forum reminds Member States to fulfil their obligations under the Convention on the Rights of the Child in relation to the arrest, detention, or imprisonment of a child. No child should be in prison. In that regard, the Permanent Forum notes the finding in 2022 of the Supreme Court of Western Australia that the extensive solitary confinement and significant reduction in liberty of children, primarily Aboriginal children, was unlawful. The Permanent Forum calls upon Australia to respect the Court decision and remove its reservation to article 37 of the Convention on the Rights of the Child. The Permanent Forum recommends that Member States review and reform their child protection policies and systems to prevent undue removal of Indigenous children from their families and communities.

The Permanent Forum urges the Governments of Colombia and Ecuador to take immediate action to protect the indigenous peoples whose territories are in the border area between the two countries. The Forum encourages the Office of the United Nations High Commissioner for Human Rights and the Special Rapporteur on the rights of indigenous peoples to work with the two Governments to address this situation in close cooperation with the indigenous communities concerned.

The Permanent Forum recommends that each of the six divisions of the Department of Economic and Social Affairs (the Division for Sustainable Development; the secretariat of the United Nations Forum on Forests; the Division for Public Administration and Development Management; the Statistics Division; the Division for the Advancement of Women; and the Division for Social Policy and Development, which hosts the secretariat of the Permanent Forum on Indigenous Issues) be mindful of the fact that indigenous peoples’ issues need greater attention, that indigenous peoples’ rights as set out in the United Nations Declaration on the Rights of Indigenous Peoples should be implemented, that indigenous peoples be given a decisive voice in formulating policies affecting their communities, lands and resources and that there be facilitation of indigenous peoples’ participation in multi-stakeholder dialogues within the intergovernmental processes and in technical cooperation programmes supported by the divisions of the Department of Economic and Social Affairs.

The Permanent Forum reiterates the call, made at its tenth session, to United Nations agencies and funds to conduct and support regional and international human rights training programmes aimed at building the capacity and advocacy skills of indigenous youth. Furthermore, the Forum recommends the use of social media, youth forums and other popular cultural forms of communication to disseminate information and training material on the rights of indigenous youth and to facilitate consultation processes at the national and international levels.

The Forum, taking into account that indigenous children, youth and women are more vulnerable and are often physically and psychologically mistreated, and that children represent the future of indigenous peoples, recommends that the Council support the declaration of an international day or an international year of the indigenous child, to be celebrated with awareness-raising activities to honour the cultural identity of indigenous peoples.

The Permanent Forum commits to facilitating informal online regional dialogues between Member States and indigenous peoples on autonomy and self-governance to support the development of guiding principles for the realization of the rights of indigenous peoples to autonomy and self-government. The Permanent Forum invites the Inter-Agency Support Group on Indigenous People’s Issues to participate in the organization of these regional dialogues and in the preparation of a discussion paper on this matter to be presented at the twenty-first session of the Forum. The Permanent Forum also invites the Group of Friends of Indigenous Peoples to encourage the active participation of Member States in this endeavour.

States Members of the United Nations and indigenous peoples must continue their constructive dialogue under the auspices of the President of the General Assembly, within the framework of the relevant decisions of the General Assembly, the Economic and Social Council and the Human Rights Council. It is also important to continue to make use of and explore ways to improve the opportunities provided through the existing formats and modalities of the Assembly, the Economic and Social Council, the Human Rights Council and various entities of the United Nations system. In that regard, the Permanent Forum welcomes the adoption by the Assembly of resolution 75/168 and the continuation of the dialogue within the context of the Forum at its twenty-first session.
