The Permanent Forum recommends that relevant States with indigenous peoples invite the Special Rapporteur on the situation of the human rights and fundamental freedoms of indigenous peoples to undertake country visits. The Special Rapporteur should give priority to invitations from those countries where indigenous peoples have expressed concerns about their capacity to fully enjoy and freely exercise their human rights.

Responses

There were about 80 participants at a workshop created by the Russian government, including 13 members of the Permanent Forum; the Special Rapporteur of the Human Rights Council on the situation of human rights and fundamental freedoms of indigenous people; indigenous experts from the Pacific region, Central and South America, Africa, the Arctic, North America and the Russian Federation; representatives of seven companies operating in the Russian Federation; representatives of the government of the Yamal-Nenets Autonomous Okrug, the Government of the Russian Federation and the Public Chamber of the Russian Federation; and representatives of national and international non-governmental organizations. The list of participants is contained in annex II.
