The Permanent Forum reiterates the recommendations on HIV/AIDS made at its second, third and fourth sessions regarding data disaggregation and culturally appropriate HIV/AIDS programmes, and urges Governments, the United Nations system and intergovernmental organizations to ensure the full and effective participation, and free, prior and informed consent, of indigenous peoples in all programmes related to the prevention and treatments of HIV/AIDS in indigenous communities.

Responses

The Government of Switzerland reports: “The approach described in paragraphs 36 and 37 is fully supported by Switzerland. Country programmes targeted at the reduction and prevention of the spread of HIV/AIDS and its management must involve indigenous peoples. Special provisions should be made for raising awareness in indigenous communities and helping them to adopt sustainable and culturally sensitive practices for prevention and management of HIV/AIDS.”

The Russian Federation implements HIV prevention programmes among indigenous populations, particularly young women and men of reproductive age. The goal of the ongoing HIV prevention activities is to raise awareness about HIV/AIDS through campaigns on healthy lifestyles. In December 2006, the Russian Federation approved the Federal Target Programme on Prevention and Treatment of Socially Significant Diseases (2007-2011), which has an HIV/AIDS component.
