United Nations agencies involved in data-collection processes regarding the achievement of Millennium Development Goal 2 should develop indicators relevant for indigenous peoples that capture their specificities including languages, culture, values and worldviews.

Responses

The Secretariat of the Permanent Forum on Indigneous Issues (SPFII) organized a meeting on Indigenous Peoples and Indicators of Well-Being with the support of the Government of Canada within the framework of the Aboriginal Policy Research Conference (22-23 March 2006). The meeting invited the input of indigenous experts from North America, the Arctic, the Pacific and the Russian Federation. The report of the meeting and proposed list of indicators has been submitted to the Fifth session of the Permanent Forum on Indigenous and is intended to complement the work of the Secretariat to implement an instituional grant with the International Fund for Agricultural Development. The International Fund for Agricultural Development has made an institutional grant to the Secretariat of the Permanent Forum on Indigenous Issues to undertake three regional consultations in Africa, Asia and Latin America for the developing of indicators of poverty and well-being based upon indigenous peoples' own principles, concepts and practices of development. These meetings are intended to come up with a set of global and regional indicators that capture issues of language, culture, values and worldviews. A global synthesis will be prepared and presented to the Sixth session of the Permanent Forum. Please see E/C.19/2006/6/Add.1.

The Inter-Agency Support Group (IASG) also undertook a stock-taking exercise of existing indicators within the UN system which addressed indigenous peoples. The review has been submitted as an addendum to the report of the IASG for the fifth session of the Permanent Forum for further discussion. Please see E/C.19/2006/3/Add.1.

UNIFEM, the Mexican National Women's Machinery, and the National Statistics Office organized the 6th Annual International Meeting on Gender Statistics in Aguascalientes, Mexico. The meeting addressed the need for special indicators for indigenous groups. A working group on gender statistics for indigenous peoples was set up to follow up. In Ecuador, UNIFEM supported a capacity-building workshop on mainstreaming of indigenous and ethnic issues in the production of statistics. Please see E/C.19/2006/6/Add.12

In 2005 UNDP's Mexico country office partnered with the Comision Nacional para el Desarollo de los Pueblos Indigenas in the development of the human development index for indigneous peoples. In some cases the indicators have been adapted to reflect local realities. The 2006 Guatemala National Human Development Report is focusing on cultural diversity and will contain a wide selection of data on indigenous peoples. Please see E/C.19/2006/6/Add.6.
