The Permanent Forum welcomes the endorsement by the United Nations System Chief Executives Board for Coordination in November 2020 of a call to action to revitalize the system-wide action plan on the rights of indigenous peoples, as set out in the report entitled “Building an inclusive, sustainable and resilient future with indigenous peoples: a call to action”. In the report, the Chief Executives Board called for ensuring the more systematic participation of indigenous peoples in United Nations country processes, such as the United Nations Sustainable Development Cooperation Frameworks, and in the implementation of socioeconomic response and recovery plans and the Goals.

Responses

UNAIDS: organized meeting between different departments and representatives of Int. Indigenous Working Group on HIV & AIDS.

DPPA: Revised guidance for UN system personnel emphasizes importance of political participation of indigenous peoples & importance of providing support to civil society organizations promoting the rights of indigenous peoples and of including them in political engagement.

IFAD: continued to support and facilitate the participation of indigenous peoples’ representatives in international processes and initiatives as well as in IFAD processes related to IFAD financed loans and grants.

During COP26, 5 events addressed indigenous-led climate adaptation initiatives and climate finance for indigenous peoples. Financial resources were allocated by the IFAD to sponsor the participation of indigenous peoples’ representatives to the COP26 including the GIYC, Slow Food youth network and the Steering Committee of the IPs Forum at IFAD.

OHCHR: Supported initiatives in 2021, which aim at increasing the participation of indigenous peoples to ensure their full and effective inclusion in several intergovernmental UN processes, and to support the integration of human rights, gender equality, leave no one behind in CCAs and/or CFs.

WFP: was anchor agency for Action Track 5 + took active role in all the Food Systems Summit (FSS) Action Tracks (participation of indigenous peoples in United Nations processes).

UNESCO: Identification of opportunities for linking up the various UN Decade processes to increase indigenous peoples’ participation in the processes and associated SDG delivery.

UNITAR: Indigenous experts and UNITAR indigenous alumni teach case studies on land and resource negotiations, empowerment and participation in political and peace processes, and on effective engagement with UN bodies.

SCBD: voluntary guidelines, with participation of indigenous peoples and local communities to strengthen policy framework for community-based conservation, protection and restoration practices led by indigenous peoples and local communities (e.g. s indigenous and community conserved areas (ICCAs) or traditional sacred sites)

established mechanisms for the full and effective participation of indigenous peoples and local communities in meetings held under the Convention

planned to organize an online workshop during 2022 to raise awareness among indigenous peoples, local communities and Parties on the issues and opportunities for the new programme of work and the effective participation of indigenous peoples and local communities in the Convention
