The Forum recommends that the Committee on the Rights of the Child, as the treaty monitoring body for the Convention on the Rights of the Child, review the compliance of States Parties with article 24, which recognized the basic right of all children to "the provision of adequate and nutritional foods and clean drinking water, taking into consideration the dangers and risks of environmental pollution", with particular attention to its impact on traditional subsistence foods, and that the Committee address those issues during the day of general discussion on the indigenous child in September 2003.

The Forum recommends that UNESCO, other cultural institutions and academic institutions:
(a) Recognize and document the diversity of gender relations in indigenous communities based on active community input and participation;
(b) Examine and document women’s spheres of power in indigenous societies, taking into account traditional mechanisms of gender definition and distinction (e.g., pollution/purity, gender-specific roles in ritual, gendered division of labour);
(c) Examine and document the instrumental role of women in indigenous societies as the custodians of sacred knowledge and power, and as medical specialists;
(d) Highlight and give recognition to women’s instrumental roles in indigenous societies as educators, healers and ritual specialists;
(e) Highlight indigenous women’s traditional skills, arts and crafts and publicize them through the media, cultural institutions etc.

The high rate of indigenous children who are out of school requires urgent attention, in particular in respect of securing access by girls to high-quality and relevant education that respects the cultures and traditions of the communities and that is responsive to their needs. Given that many indigenous peoples live in regions that have been defined as geographically remote or inaccessible, and many services do not reach such indigenous and/or nomadic communities, there are also serious challenges regarding the long distances required to reach hospitals and health-care centres, which lead to higher maternal and infant mortality rates in indigenous communities. The Permanent Forum urges States to ensure that health and education services reach remote areas and meet the needs of nomadic peoples.

The Permanent Forum takes note of the report submitted by the International Indian Treaty Council and the Food and Agriculture Organization of the United Nations on the three-year field-testing programme for the cultural indicators for food security, food sovereignty and sustainable development, which included the input of more than 450 indigenous representatives from 66 indigenous communities and peoples in five countries. The Forum recognizes the importance of such collaborative programmes undertaken jointly by United Nations agencies and indigenous peoples, and calls upon members of the Inter-Agency Support Group and Member States and agencies to develop and apply the cultural indicators in accordance with their mandates, in collaboration with indigenous peoples.

The Permanent Forum welcomes the importance that the Office of the United Nations High Commissioner for Refugees attaches to the use of indigenous languages when working with indigenous peoples in emergency situations. The Permanent Forum encourages other United Nations agencies, funds and programmes to follow that positive practice. For instance, the Permanent Forum recommends that the World Health Organization (WHO) prioritize indigenous languages as a determinant of health.

On the basis of the constructive dialogue between the Permanent Forum and the Inter-Agency Support Group on Indigenous Peoples’ Issues, the Forum recommends that the members of the Support Group demonstrate strong commitment from the highest level, including by: (a) Institutionalizing dialogue between the expert members of the Forum and the principals of the funds, programmes and specialized agencies of the United Nations system; (b) Allocating sufficient resources to implement the system-wide action plan for ensuring a coherent approach to achieving the ends of the United Nations Declaration; (c) Establishing institutional consultation mechanisms to ensure active collaboration and partnership with indigenous peoples at the national, regional and global levels, in both developing and developed countries; (d) Incorporating specific targets and indicators with disaggregated data to address the key issues and priorities of indigenous peoples at the national level; (e) Ensuring active cooperation between the Support Group and Forum members holding relevant agency portfolios.

The Permanent Forum therefore urges countries undertaking voluntary national reviews at the high-level political forum on sustainable development to include indigenous peoples under all Sustainable Development Goals.

The Permanent Forum requests WHO and PAHO to undertake a global study jointly with relevant indigenous peoples’ institutions and indigenous health experts on the situation of indigenous peoples living with diabetes and non-communicable diseases to establish the international evidence base needed. The results of the study can be presented at the fourteenth session of the Forum and in appropriate processes within WHO and PAHO. Furthermore, the Forum calls upon the World Diabetes Foundation and the International Diabetes Federation to provide financial and technical assistance to WHO, PAHO and identified indigenous institutions that will conduct the study.

The Permanent Forum requests UNESCO to host a joint seminar with the Expert Mechanism on the Rights of Indigenous Peoples and other relevant United Nations mechanisms for the purpose of exploring the development of a new international mechanism on the repatriation of ceremonial objects and human remains. Furthermore, the Forum calls upon all States with national repositories of indigenous cultural items and ancestral remains, including museums and universities, to work with UNESCO to create an international database and inventory of these items accessible to indigenous peoples as a basis for initiating dialogue.
