The Permanent Forum calls upon the Intergovernmental Committee to appoint representatives of indigenous peoples as members of any Friends of the Chair groups and as co-chairs of any working groups and drafting groups that may be established by the Committee. It also calls upon the Committee to appoint an indigenous person as a co-chair of the Committee as a whole.

The Permanent Forum on Indigenous Issues takes account of the diversity of national experience with surveys, censuses and other data and information-collection systems as applied to indigenous peoples, and in view of the urgent need for disaggregated data on indigenous peoples within all of the mandated areas for developing and streamlining the policies and guidelines of the work of United Nations agencies, funds and programmes, and also in view of the complexities of producing coherent data, reiterates the recommendation made at its first session to organize a workshop on the subject, and recommends that the Economic and Social Council adopt draft decision 1 contained in chapter I, section A, of the present report.

The Forum also decides to give ongoing priority to two other cross-cutting issues: a. The Permanent Forum encourages all States to endorse the Convention for the Safeguarding of the Intangible Cultural Heritage, considering the need to protect and enhance indigenous peoples’ distinct identities and cultural institutions, philosophies and world views, customary laws, indigenous political governance and justice systems, indigenous knowledge systems and sustainable traditional livelihoods and other economic systems, as well as to rebuild in urban centres the cultures and communities of indigenous peoples displaced from their traditional territories. The Forum calls upon States to build on good practices to ensure, safeguard and protect indigenous knowledge and intangible heritage and to promote indigenous peoples’ cultural expressions.

The Permanent Forum applauds the good work of the nomadic herders project on enhancing the resilience of pastoral ecosystems and livelihoods, led by the United Nations Environment Programme (UNEP)/GRID-Arendal and the Association of World Reindeer Herders. The Permanent Forum recommends that the Global Environment Facility Council approve the project as a good example of a transboundary project by and for indigenous peoples.

The Permanent Forum congratulates IFAD for the work undertaken in India on disaggregating the human development index and associated development indicators for indigenous and non-indigenous peoples. It further recommends that the Fund, in collaboration with the World Bank, the Inter-American Development Bank and other appropriate organizations, undertake similar work in any developing country where existing data allow for estimates of disaggregated development indicators.

The Permanent Forum has, in recent years, expressed considerable concern regarding the situation of indigenous youth and the lack of disaggregated data thereon. In 2016, the Forum decided to include a recurring item on indigenous youth in the agenda of its annual sessions and has issued several youth-specific recommendations. The Forum welcomes the progress made and encourages further action by indigenous organizations and youth, as well as by members of the United Nations Inter-Agency Network on Youth Development and the Inter-Agency Support Group on Indigenous Peoples’ Issues, in implementing those recommendations.

The Permanent Forum recommends that States formally recognize shifting cultivation as a traditional occupation for indigenous peoples that is closely related to their social and cultural identity and integrity and take effective measures to stop all discriminatory acts targeted at indigenous peoples’ practice of shifting cultivation in line with the provisions of ILO Conventions Nos. 169 and 111, ILO Recommendation No. 104 and the United Nations Declaration on the Rights of Indigenous Peoples, including through the delineation and the titling of the territories and lands concerned.
