Considering that 2008 is the International Year of Languages, the Permanent Forum recommends holding an expert group meeting on indigenous languages that will call upon States, the United Nations system and indigenous peoples and their organizations to consider the following elements:(a)Working towards concrete actions and legislative development aimed at eliminating discrimination against the current use of indigenous languages;(b)Developing programmes aimed at promoting the empowerment of indigenous languages through all mediums, including radio and television;(c)Supporting and increasing the number of centres for the study of indigenous languages;(d)Financing and supporting schemes for special projects that are formulated by indigenous peoples and are focused on revitalization and rescue of threatened languages;(e) Designing, in consultation with indigenous peoples and the Permanent Forum, the organization of a world conference on linguistic diversity, indigenous languages, identity and education, as a contribution to the programme of the Second International Decade of the World’s Indigenous People.

The Permanent Forum urges States to recognize and protect indigenous peoples’ cultural right to water and, through legislation and policy, to support the right of indigenous peoples to hunt and gather food resources from waters used for cultural, economic and commercial purposes. This is consistent with article 25 of the United Nations Declaration on the Rights of Indigenous Peoples.

Consistent with articles 18 and 19 of the United Nations Declaration and in line with the implementation of the 2030 Agenda for Sustainable Development, with the call to “leave no one behind”, the Permanent Forum strongly recommend that States and funds, programmes and specialized agencies of the United Nations system ensure the disaggregation of data on the basis of indigenous identifiers/ethnicity and the full and effective participation of indigenous peoples in developing and monitoring national action plans and in all processes relating to the follow-up to and review of the implementation of the Sustainable Development Goals, including at the high-level political forum on sustainable development.

The Permanent Forum welcomes the initiative of UNESCO, the International Union for Conservation of Nature (IUCN), the International Council on Monuments and Sites (ICOMOS) and the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) to review current procedures and capacity to ensure free, prior and informed consent, and the protection of indigenous peoples’ livelihoods, tangible and intangible heritage. During this review process, it would be advisable to review the inconsistency of approaches to natural world heritage and cultural world heritage. The Permanent Forum makes itself available to assist in the review and revision of UNESCO operational guidelines with regard to nominations and site assessments. The Permanent Forum further recommends that UNESCO invite indigenous peoples’ representatives and experts to contribute to deliberations on and recommended changes to procedures and operational guidelines.

The traditional food systems of indigenous peoples depend on a healthy environment and access to traditional resources and play an important role in maintaining the communities’ cultures and identities and their health and well-being. The Permanent Forum encourages indigenous peoples, States, United Nations entities and civil society organizations to raise awareness and promote the food cultures of indigenous peoples through support for indigenous peoples’ food systems and unconditional access to traditional resources.

The Permanent Forum recommends that the Inter-Agency and Expert Group on Sustainable Development Goal Indicators engage with indigenous peoples in developing key indicators relating to indigenous peoples’ rights to their lands, territories and resources, traditional knowledge, free, prior and informed consent, empowerment of indigenous women, access to justice and special measures addressing the particular circumstances of indigenous peoples regarding relevant poverty, health, education and socioeconomic development targets of the 17 goals.

The Permanent Forum encourages all States to endorse the Convention for the Safeguarding of the Intangible Cultural Heritage, considering the need to protect and enhance indigenous peoples’ distinct identities and cultural institutions, philosophies and world views, customary laws, indigenous political governance and justice systems, indigenous knowledge systems and sustainable traditional livelihoods and other economic systems, as well as to rebuild in urban centres the cultures and communities of indigenous peoples displaced from their traditional territories. The Forum calls upon States to build on good practices to ensure, safeguard and protect indigenous knowledge and intangible heritage and to promote indigenous peoples’ cultural expressions.

The Permanent Forum calls upon the Intergovernmental Committee to appoint representatives of indigenous peoples as members of any Friends of the Chair groups and as co-chairs of any working groups and drafting groups that may be established by the Committee. The Permanent Forum recognizes the importance of data disaggregation, as noted in target 17.18 of the 2030 Agenda, and in this regard, it is aware of the good practices promoted by the Economic and Social Commission for Latin America and the Caribbean (ECLAC). The Forum recommends that ECLAC, in cooperation with UNFPA and others, redouble efforts to ensure data disaggregation for indigenous peoples and promote the inclusion of complementary indicators on indigenous peoples’ rights in Governments’ national reports for the Sustainable Development Goals and the Montevideo Consensus on Population and Development, adopted at the Regional Conference on Population and Development in Latin America and the Caribbean. The Forum further recommends that ECLAC provide a guidance note and organize a mutual learning event, jointly with other regional commissions, in order to share best practices of data disaggregation on the basis of indigenous identifiers and self-identification, as used in the 2010 round of census in several countries in Latin America.
