The Permanent Forum welcomes the Regional Initiative on Indigenous Peoples’ Rights and Development of UNDP and, in particular, the pilot projects on gathering disaggregated data in the Philippines and Nepal. The Permanent Forum heard from many Indigenous women’s organizations and networks, including the national movement of midwives, Nim Alaxik, of Guatemala, on its work for the rights of Indigenous women and girls and their contributions to ensuring access to comprehensive and culturally appropriate health care, including sexual and reproductive health. The Permanent Forum welcomes the 2019 ruling by the Constitutional Court of Guatemala on the promotion of actions that guarantee access to culturally appropriate sexual and reproductive health for women and the rights of midwives as guardians of ancestral knowledge and practices and recommends that the ruling be implemented by the State.

The Permanent Forum recommends that the Statistics Commission advocate for the promotion of indigenous peoples’ issues in the 2010 round of population and housing censuses and the Demographic and Health Survey, and other surveys and censuses, taking into account the global synthesis report on indicators of well-being, poverty and sustainability submitted at the seventh session of the Forum. The Forum calls on all relevant United Nations agencies to support this initiative.

The Permanent Forum calls upon all States to work with indigenous peoples to develop and implement right-to-health indicators, to utilize the findings in the report of the Special Rapporteur on the right to health and to set benchmarks and timelines to ensure that indigenous peoples’ right to health is progressively realized, as required by the International Covenant on Economic, Social and Cultural Rights and in the Millennium Development Goals.

The Permanent Forum recommends that the Joint United Nations Programme on HIV/AIDS, in collaboration with the United Nations Population Fund (UNFPA) and the Inter-Agency Support Group on Indigenous Peoples’ Issues, sponsor an expert group meeting on HIV/AIDS by 2019, which would include the full and effective participation of indigenous peoples living with and affected by HIV/AIDS, to analyse the sociocultural and economic determinants of health for HIV/AIDS prevention, care and treatment in indigenous communities, with the Forum’s collaboration, in order to ensure the realization of target 3.3 of the Sustainable Development Goals.

The Permanent Forum recommends that the Economic and Social Council and the General Assembly ensure the meaningful participation of indigenous peoples and the Forum at the meetings of the 2019 high-level political forum on sustainable development, to be convened under the auspices of the Council and the Assembly in July and September 2019, respectively. The Forum stresses that the contributions of indigenous peoples to the implementation of the 2030 Agenda should be adequately reflected in the outcome document of the high-level political forums convened under the auspices of the Council and of the Assembly.
