The Permanent Forum supports collaborations between indigenous groups and conservation organizations that bring together traditional and scientific knowledge holders to add the wealth of current and historical knowledge of indigenous peoples to the analysis of impacts of climate change and to mitigation solutions and adaptation strategies — recognizing and respecting the United Nations Declaration on the Rights of Indigenous Peoples and the provisions of article 8 (j) of the Convention on Biological Diversity.

The Forum recommends that the United Nations system, in particular UNICEF and WHO, in collaboration with Governments and in consultation with indigenous peoples’ organizations, and with the participation and input from the Committee on the Rights of the Child and the Special Rapporteur on the sale of children, child prostitution and child pornography, address issues related to the trafficking and sexual exploitation of indigenous girls, and urges States to create programmes of rehabilitation.

The Millennium Campaign should raise awareness about the Millennium Development Goals and indigenous peoples, providing space for indigenous youth to express their views and share experiences related to Millennium Development Goals issues, enable young indigenous people to interact with their national leaders, and facilitate networking between youth groups to crystallise new projects. The Permanent Forum requests its secretariat to ensure wide circulation of the above-mentioned report and invites States, members of the Inter-Agency Support Group on Indigenous Issues, non-governmental organizations and the private sector, the secretariats of the United Nations Forum on Forests and the United Nations Framework Convention on Climate Change to provide comments and additional information and data to both the Special Rapporteur and the secretariat of the Permanent Forum. The contributions can include existing policies, projects and funding related to plantations and forestry, implementation of policies and case studies of good practices.

Considering their impact on the sexual health and reproductive rights of indigenous peoples, the Permanent Forum calls, in paragraph 62 of the report, for “a legal review of United Nations chemical conventions, in particular the Rotterdam Convention, to ensure that they are in conformity with international human rights standards, including the United Nations Declaration on the Rights of Indigenous Peoples and the Convention on the Rights of Persons with Disabilities”.

The Permanent Forum urges Member States to include indigenous peoples’ rights in the outcomes of the 2019 Climate Summit called for by the Secretary- General, which will be held on 23 September 2019. The Forum also recommends that States, the United Nations system, indigenous peoples’ organizations and other partners secure funding to ensure the adequate participation of indigenous peoples at the Summit and at the preparatory meetings.

Recognizing the emerging role of civil society and indigenous peoples in the search for creative solutions as a means of contributing to formulating, developing and implementing policies and programmes of the United Nations system, the Forum welcomes the initiative of the Secretary-General to create a high-level panel to prepare a series of recommendations on the participation of civil society in the work of the United Nations system. The Forum recommends that the Secretary-General ask the high-level panel to hold consultations and to take into account the recommendations of the Forum on the improvement of indigenous peoples’ participation in and contributions to the work of the United Nations system.

Calling attention to the high rates of suicide among indigenous youth in some countries, the Permanent Forum reiterates its call for States and relevant national aboriginal health bodies to convene a meeting to assess the root causes of indigenous youth suicide and to formulate preventive strategies. The Forum reiterates its call on UNICEF and WHO to convene a meeting on youth suicide.
