The Permanent Forum recommends that United Nations organizations provide technical assistance and convene, in cooperation with indigenous peoples’ organizations, regional workshops on the special theme of the sixth session of the Permanent Forum, namely, “Territories, lands and natural resources”, with the participation of Permanent Forum members, and other experts, indigenous peoples’ representatives, indigenous parliamentarians, State representatives, and representatives of the United Nations system, in order to formulate recommendations for consideration, as part of its preparatory work for the sixth session. The Permanent Forum further recommends that States, organizations and donors provide resources for these regional workshops.

Reiterating the recommendation made at its seventh session, the Permanent Forum recommends that the United Nations High Commissioner for Refugees and the International Organization for Migration focus on the vulnerability of indigenous peoples in the Pacific region, in particular in view of the effects of climate change (see E/2008/43-E/C.19/2008/13, chap. 1, sect. The Permanent Forum takes note of the sixth call for proposals of the Indigenous Peoples Assistance Facility of IFAD, which is focused on advancing indigenous peoples’ biodiversity conservation and sustainable management for adaptation and resilience to climate change. The Permanent Forum urges IFAD to facilitate direct access to climate financing to indigenous peoples’ communities and organizations through the Facility and the Adaptation for Smallholder Agriculture Programme, and encourages Governments and donors to support those initiatives.

The Permanent Forum recalls its invitation to the Committee on Economic, Social and Cultural Rights to initiate a general comment on the collective rights of indigenous peoples to lands, territories and natural resources. The Forum welcomes the decision of the Committee to draft a general comment on land and economic, social and cultural rights. However, the Forum expresses its concern about the limited participation of indigenous peoples in the drafting of the general comment and invites the Committee to consider facilitating the participation of indigenous peoples. The Forum also invites the United Nations Voluntary Fund for Indigenous Peoples to provide support in this regard.

The Permanent Forum expresses concern for the state of the world’s indigenous languages. It is estimated that there are between 6,000 and 7,000 oral languages in the world today, most of them spoken by very few individuals. The Forum recommends the adoption of a rights-based approach towards indigenous language issues that considers the full spectrum of human rights and fundamental freedoms in accordance with the Declaration. The Forum also recommends that Member States, the United Nations system, indigenous peoples’ organizations and other stakeholders share initiatives and strategies undertaken for, with and by indigenous peoples in order to recover, use and revitalize indigenous languages, including through the use of information and communication technologies.

The Permanent Forum welcomes the progress made in operationalization of the United Nations Indigenous Peoples’ Partnership, a joint venture of the United Nations agencies, the Office of the United Nations High Commissioner for Human Rights, UNDP, ILO, UNICEF and UNFPA at the regional and country levels, in partnership with indigenous peoples, and reiterates its support to its work, firmly believing that it is critical to the implementation of the Declaration at the country level. The Forum also welcomes the contributions of the Governments of Denmark and Finland to the Partnership and calls upon States Members of the United Nations and others to support the work of the Partnership.

The Permanent Forum greatly welcomes the new global indigenous peoples’ partnership initiative that UNDP is developing with the International Labour Organization (ILO) and OHCHR to promote the United Nations Declaration on the Rights of Indigenous Peoples and ILO Convention No. 169. The Permanent Forum hopes to support that initiative, working in cooperation with other actors, by providing advice during the initial phase as well as throughout the process.
