The Permanent Forum welcomes the dialogues to support indigenous peoples’ preparations for the United Nations Food Systems Summit. The Forum requests Member States and the secretariat of the Summit to guarantee the participation of indigenous peoples at the Summit with a view to ensuring due reflection of indigenous peoples’ rights and issues in the relevant outcome documents.

The Permanent Forum recommends that a capacity-development component be included in UNDP projects that affect indigenous peoples. The Forum also recommends that the experience and knowledge of the Small Grants Programme of the Global Environmental Facility be utilized by other small-grant schemes and that a stronger link be developed between efforts to enhance the capacity of indigenous peoples’ organizations and UNDP efforts to enhance the participation of indigenous peoples in national policy processes

The Permanent Forum recommends that WHO and FAO, together with the Inter‑agency Support Group on Indigenous Peoples’ Issues, promote dialogue forums at the national and regional levels between government ministries and indigenous peoples to establish culturally relevant strategies for addressing the epidemiological risks and the food and environmental crises resulting from the pandemic, as well as for addressing access to justice and the safeguarding of indigenous peoples’ territorial control.

Importantly, and in parallel with action plans, the Permanent Forum calls upon Member States to urgently provide adequate and appropriate support and resources for Indigenous Peoples’ languages, with a focus on Indigenous-led initiatives. That is especially crucial in circumstances in which the languages are critically endangered. When an Indigenous Peoples’ language becomes extinct, the richness of the ways of life and world views of Indigenous Peoples is lost, which is detrimental both to Indigenous Peoples and to the world.

The Permanent Forum encourages the Food and Agriculture Organization of the United Nations (FAO), jointly with other United Nations agencies, to support the consolidation of the already established communication platforms in Latin America and Canada and to establish platforms in Asia and Africa and the Pacific. The Forum recommends that FAO and other agencies strengthen the reporting and monitoring mechanisms for the communication platforms, especially with a view to supporting indigenous peoples with a monitoring mechanism for their territories.

The Permanent Forum recognizes the important interconnections between the Sustainable Development Goals and indigenous languages, as well as the integration of gender equality principles, as described in the Global Action Plan, and proposes that such indicators be included in the post-2030 development agenda to ensure the sustainability of outcomes and the continuity of efforts established by the International Decade. The Permanent Forum recommends that UNESCO and its member States initiate work, with the possible assistance of the Statistical Commission, on indigenous language-related data, with adequate funding to support the post-2030 priorities. The Permanent Forum invites the Indigenous Navigator to offer its tools and data for the global collection of data on indigenous languages.

The Permanent Forum congratulates the International Fund for Agricultural Development (IFAD) on the establishment of an indigenous peoples’ forum on 18 February 2011. This is consistent with international standards and, in particular, with the United Nations Declaration on the Rights of Indigenous Peoples. It is also an example of good practice to be followed by other United Nations entities. The Forum encourages IFAD to: (a) actively promote the participation of indigenous peoples’ organizations in country strategies and programme cycles; (b) improve the design, monitoring and evaluation of IFAD-funded projects by using specific indicators for the well-being of indigenous peoples and by promoting an independent assessment of such projects by indigenous peoples; and (c) improving its advocacy role in disseminating its best practices in terms of development approaches with indigenous peoples at the national, regional and international levels.

The Permanent Forum recommends that UNDP include indigenous peoples in its programme of democratic governance in order to support and strengthen indigenous institutions and enable indigenous peoples to enjoy their right to political participation and fortify their capacities for political conflict prevention and resolution.
