The Permanent Forum thus welcomes FAO efforts to develop a policy on indigenous peoples’ issues which will help organization staff to work with indigenous peoples in a more systematic way. With a view to strengthening FAO work with indigenous peoples, the Permanent Forum encourages the organization to finalize the draft policy as soon as possible and to submit it to senior management for approval.

The Permanent Forum is concerned about the lack of data on indigenous peoples across the United Nations system, especially with regard to target 17.18 of the Sustainable Development Goals concerning the development of inclusive policies that leave no one behind. The Permanent Forum recognizes the need for establishing standards on the collection, analysis and dissemination of statistical information related to indigenous peoples and will engage in efforts with relevant stakeholders to achieve these ends. As a first step, the Permanent Forum invites United Nations entities to make their statistics on indigenous peoples accessible.

Throughout history, indigenous peoples have moved from place to place to find water, pastureland for their animals, and game; to trade goods from different ecological zones; and even to seek job opportunities in urban areas. Mobility restrictions both within and across State borders have affected indigenous peoples adversely, with the impact on pastoralist groups particularly severe in the context of their ability to access water and food. The Permanent Forum recommends that States implement specific measures to address the mobility needs of indigenous peoples, including through cooperation with neighbouring States, and that such efforts be made with the full free, prior and informed consent of the indigenous peoples affected.

The round tables, workshops, hearings and preparatory conferences should focus on action-oriented outcomes based on inclusive and participatory processes, to be accorded official status. Member States, the United Nations system, bodies and funds should consider the definitions of extreme poverty by indigenous peoples and in this regard should refer to the report of the independent expert on human rights and extreme poverty (E/CN.4/2005/49). Poverty indicators based on indigenous peoples' own perception of their situation and experiences should be developed, jointly with indigenous peoples.

The Permanent Forum highly appreciates the initiatives undertaken by IFAD to highlight the need to give a high profile to indigenous issues within the organization and globally by nominating an Assistant President on Special Assignment for Indigenous and Tribal Issues. The Permanent Forum recommends that IFAD ensure that the gains made so far are sustained in the future and urges other organizations and international financial institutions to follow the Fund’s example by assigning a person in a senior management position to coordinate indigenous issues within their organization.

The Permanent Forum recommends that social and environmental impact assessments, including human rights impact assessments and poverty impact assessments, of financial investments and trade agreements directly affecting indigenous peoples be undertaken, and that the resources for those assessments be provided by the sources of the investments and the parties to trade agreements.
