The Permanent Forum recommends that the recommendations and proposals that emerged from the consultations of indigenous peoples and the World Bank on the Forest Carbon Partnership Facility and other carbon funds, such as the BioCarbon Fund, be implemented by the Bank and other relevant agencies. Indigenous peoples should be effectively involved in the design, implementation and evaluation of the Forest Carbon Partnership Facility. Displacement and exclusion of indigenous peoples from their forests, which may be triggered by projects funded by the Partnership Facility, should be avoided at all costs. Indigenous peoples or their representatives should have a voice in and a vote on the decision-making body of the Partnership Facility and of other climate change funds that will have impacts on them. In the case of those who opt not to participate in reducing emissions from deforestation and degradation or in the projects supported by the Partnership Facility, their choice should be respected. The Forum calls on all parties to ensure that the United Nations Declaration on the Rights of Indigenous Peoples is implemented when undertaking these processes.
The Permanent Forum appoints Sven-Erik Soosaar, Irma Pineda Santiago and Bornface Museke Mate, members of the Forum, to conduct a study on indigenous languages in the formal education system and to present that study to the Forum at its twenty-first session.
The Permanent Forum recommends that the Arctic Council formally engage with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the United
Nations Environment Programme (UNEP) to jointly follow up the International Experts Meeting on Climate Change and Arctic Sustainable Development: scientific, social, cultural and educational challenges (3-6 March 2009 in Monaco).
Given the unique role of information and communications technology companies in the design, development and use of contemporary language technologies, the Permanent Forum reiterates its invitation to the private sector to contribute to the International Decade. The Permanent Forum encourages these companies to continue to develop digital platforms, in cooperation with indigenous peoples and academic institutions, in order to compile information archives for the preservation and revitalization of indigenous languages, language corpora, speech recognition, machine translation and synthesis tools, digital dictionaries and online courses.
The Permanent Forum urges States to review their policies on biofuel industries, which, in the name of remedying the impacts of climate change, are resulting in the deforestation of large forest areas and the displacement of indigenous peoples. That increases the vulnerability of indigenous communities and in particular of those living in voluntary isolation.
The Forum recommends that the United Nations Convention to Combat Desertification, the Ramsar Convention on Wetlands, the Convention on the Conservation of Migratory Species of Wild Animals and the Convention on International Trade in Endangered Species of Wild Flora and Fauna facilitate the full and effective participation, including funding, of indigenous peoples, particularly women and youth, and the Forum in the work to implement these conventions, and involve them fully in policy formulation and in the design, implementation, monitoring and evaluation of environmental programmes or projects.
The Permanent Forum invites the newly established Facilitative Working Group of the local communities and indigenous peoples platform to collaborate closely with bodies outside the United Nations Framework Convention on Climate Change on matters relating to climate change and indigenous peoples, in accordance with its mandate (Conference of the Parties decision 2/CP.24, para. 20).
The Permanent Forum urges the International Union for Conservation of Nature to establish a task force on conservation and human rights to work with indigenous peoples’ communities and organizations to clearly articulate the rights of indigenous peoples in the context of conservation initiatives and to continue to promote grievance mechanisms and avenues for redress in the context of conservation action, including the Whakatane Mechanism. The Forum invites the Union to report on progress made in the implementation of these recommendations in future sessions.
The Forum, recognizing the need for complementarity and coordination of indigenous training and education within the United Nations system, recommends that training and education partners within the United Nations system, in particular the ILO, the Office and other relevant agencies, hold discussions in order to develop a coordinated approach and a common electronic gateway to all education and training opportunities for indigenous peoples within the international system. As the United Nations body for coordination regarding indigenous issues, the Forum will construct the web site of the Forum available for such a gateway.
The Forum recommends that WIPO undertake a study, in collaboration with Forum members, on the use of indigenous knowledge relating to medicinal plants and resources, the commercialization of such knowledge and how indigenous communities are benefiting from such commercialization.
The United Nations Children's Fund (UNICEF), UNESCO, the United Nations Development Program (UNDP), the World Bank, the International Fund for Agricultural Development and other agencies should continue to support, in cooperation with indigenous peoples, intercultural and bilingual education programs and to promote in particular the right to education, with emphasis on indigenous children; direct financial assistance to indigenous educational institutions should be considered.
The Permanent Forum recommends that States recognize the language rights of indigenous peoples and develop language policies to promote and protect indigenous languages, with a focus on high-quality education in indigenous languages, including by supporting full immersion methods such as language nests and innovative methods such as nomadic schools. It is essential that States develop evidence-based legislation and policies to promote and protect indigenous languages and, in that regard, they should collect and disseminate baseline information on the status of indigenous languages. These activities should be conducted in close cooperation with the indigenous peoples concerned.
