The Permanent Forum welcomes the study transmitted in the note by the Secretariat entitled “Improving the health and wellness of Indigenous Peoples globally: operationalization of Indigenous determinants of health” (E/C.19/2024/5). The Forum recognizes that the Indigenous determinants of health framework contains 33 risk and protective factors that empower United Nations entities and Member States to improve the health and wellness of Indigenous Peoples. Those entities and Member States must adopt the framework to operationalize the Indigenous determinants of health globally.

The Permanent Forum recognizes that, owing to historical and ongoing discriminatory practices in the delivery of healthcare, including in the administration of vaccines, there is distrust that needs to be acknowledged and addressed by governments. Therefore, the Forum recommends that governments collaborate with indigenous peoples’ representatives and leaders, provide culturally appropriate information in indigenous peoples’ languages, engage with indigenous healthcare practitioners and support indigenous peoples’ organizations that are already providing pandemic-related support in their communities.

The Permanent Forum reiterates the recommendations on HIV/AIDS made at its second, third and fourth sessions regarding data disaggregation and culturally appropriate HIV/AIDS programmes, and urges Governments, the United Nations system and intergovernmental organizations to ensure the full and effective participation, and free, prior and informed consent, of indigenous peoples in all programmes related to the prevention and treatments of HIV/AIDS in indigenous communities.

The Forum recommends that the Special Rapporteur on the right to health examine the disparity of health standards for indigenous peoples in developed countries in the light of the fact that United Nations agencies and specialized entities, including WHO, do not undertake health programmes in developed countries.
