The Permanent Forum urges all States to substantially increase the human and financial resources made available to all indigenous communities and schools to prevent self-harm and suicide among young people, and for holistic treatment based on cultural, spiritual and linguistic revitalization, providing healthy and positive lifestyle choices and access to traditional methods of counselling based on accurate and reliable data.

The Permanent Forum reiterates its call to Member States to redouble their efforts to ensure disaggregated data collection on indigenous peoples (in accordance with target 17.10) and to include complementary indicators on indigenous peoples in voluntary national reports submitted by Governments for meetings of the high-level political forum on sustainable development. Data disaggregated by ethnicity will help Governments to make informed decisions in a culturally appropriate way in response to the specific needs of indigenous peoples. The Forum underlines the importance of applying a human rights-based approach to data collection, including on ethnicity.

The Millennium Campaign should raise awareness about the Millennium Development Goals and indigenous peoples, providing space for indigenous youth to express their views and share experiences related to Millennium Development Goals issues, enable young indigenous people to interact with their national leaders, and facilitate networking between youth groups to crystallise new projects. The Permanent Forum recommends that the President of the General Assembly take immediate steps to ensure the full, equal, direct and effective participation of indigenous peoples throughout all aspects and processes of the high-level plenary meeting/World Conference on Indigenous Peoples in order to achieve an action-oriented, concise, inclusive, constructive and comprehensive outcome that will genuinely promote the full and effective implementation of the United Nations Declaration on the Rights of Indigenous Peoples (art. 18).

In “a spirit of partnership and mutual respect”, the Permanent Forum emphasizes the important standards set out in articles 18, 19 and 41 of the Declaration. Article 18 provides that “indigenous peoples have the right to participate in decision-making in matters that would affect their rights, through representatives chosen by themselves in accordance with their own procedures”, and article 19 provides that “States shall consult and cooperate in good faith with the indigenous peoples concerned through their own representative institutions in order to obtain their free, prior and informed consent before adopting and implementing legislative or administrative measures that may affect them”. Such equal, direct and meaningful participation by indigenous peoples throughout all stages of the World Conference is essential for the international community to achieve a constructive and comprehensive outcome that will genuinely improve the status and conditions of indigenous peoples worldwide.

The Permanent Forum recalls its recommendation at the twentieth session, in which it emphasized that existing mechanisms to support the participation of indigenous peoples in processes that affect them must adapt to the new environment caused by the COVID-19 pandemic and support the online participation of indigenous peoples. Such support includes purchasing data packages and facilitating access to electricity and necessary hardware and in-country travel to gain access to stable Internet connections. The Permanent Forum recommends that the existing mandate of the United Nations Voluntary Fund for Indigenous Peoples, as reflected in General Assembly resolution 70/232, be expanded to that effect and calls on Member States to ensure that the proposal for the expansion of their mandate is introduced at the seventy-seventh session of the General Assembly in the annual resolution on the rights of indigenous peoples.

The Permanent Forum recalls General Assembly resolution 66/296 and recommends that the President of the sixty-eighth session of the Assembly organize an informal interactive hearing, back-to-back with, but separate from, the thirteenth session of the Forum. This will ensure that those representatives of indigenous peoples who are attending the Forum are also able to participate in the informal interactive hearing without the need to return to New York at a later date and incur further travel and other related expenditures.
