Governments, the United Nations system and other intergovernmental organizations should develop programs, in cooperation with indigenous peoples, to build the capacity and awareness of their staff to better understand and address indigenous issues

Responses

The Government of Switzerland reports the following in its report (E/C.19/2006/4/Add.1) to the fifth session:

Swiss Development Cooperation is already implementing this recommendation through annual capacity building workshops.

ILO: ILO is involved in institutional, regional and country-specific capacity building actvities around its Project to Promote ILO Policy on Indigenous and Tribal Peoples (PRO 169). ILO is building capacity of its staff to address indigenous issues through special training in 2006. It is exchanging experiences on the implementation of principles of ILO 169 at a global scale, and facilitating dialogue on indigenous issues in Nepal, Bangladesh, India and Pakistan through dialogue networks. In South America, ILO held a training in 2005 for indigenous leaders in national and international indigenous rights law to consolidate and strengthen the capacity of indigenous peoples to defend their own rights. The training will be replicated in 2006. Please see (E/C.19/2006/6)

UNIFEM: UNIFEM strengthened its partnership with indigenous women and leaders of Latin America and the Caribbean, and ensured their active participation by facilitating sub-regional meetings to idenfity priorities and recommendations for agency support. UNIFEM organized an interagency dialogue to listen to the demands and priorities of indigenous women which led to the development of a three-year regional program for Mexico and Central America, as well as the leveraging of resources from the UN agencies to support the program. UNIFEM has stressed the agenda of indigenous women in two projects in the Central America region, especially related to economic rights and political participation of Indigenous women in Guatemala.
