The Forum, deeply concerned about the harmful and widespread impact of armed conflict on indigenous children, recommends that the Committee on the Rights of the Child make recommendations on the situation of the human rights of indigenous children involved in armed conflict, taking into account the principles and norms contained in the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict.

The Permanent Forum recommends that States, United Nations agencies and other intergovernmental organizations and bilateral donors support the promotion and full and effective participation of indigenous women in decision-making spheres at all levels, including in administration and civil service, government action, government bodies, political parties, the judiciary and trade unions and that leadership and training processes be considered as pillars for such participation.

The Permanent Forum reiterates its call at its twenty-first session for a clear distinction between Indigenous Peoples and local communities. All United Nations entities and States parties to treaties concerning the environment, biodiversity and climate are encouraged to eliminate the use of the term “local communities” in
connection with Indigenous Peoples, so that the term “Indigenous Peoples and localcommunities” would be abolished.

The Permanent Forum welcomes the study transmitted in the note by the Secretariat entitled “Improving the health and wellness of Indigenous Peoples globally: operationalization of Indigenous determinants of health” (E/C.19/2024/5). The Forum recognizes that the Indigenous determinants of health framework contains 33 risk and protective factors that empower United Nations entities and Member States to improve the health and wellness of Indigenous Peoples. Those entities and Member States must adopt the framework to operationalize the Indigenous determinants of health globally.
