The Forum urges the Global Alliance For Vaccination Initiatives (GAVI) to sponsor a workshop and also urges UNDP to co-sponsor a workshop to expand global programmes for immunization and vaccination of indigenous women and children and to assess the need for safety protocols relating thereto. The Permanent Forum recommends that its focal point in health and a representative of the Indigenous Peoples’ Caucus on Health be invited to attend and be provided the means to participate.

The Permanent Forum urges States and bodies and organizations of the United Nations system, including the United Nations Environment Programme and the United Nations Environment Assembly, to include indigenous peoples in a fully meaningful and effective manner in decision-making processes in all areas aimed at tackling marine litter and plastic pollution, and landscape/ecosystem degradation, including in programmes and partnerships and in the future negotiations of international instruments. Such efforts should include recognition of the traditional knowledge, practices and innovations of indigenous peoples, in particular indigenous women, in plans and actions to restore landscapes and ecosystems and to address marine litter and plastic pollution.

The Permanent Forum calls for urgent, serious and unprecedented action by the Economic and Social Council and the General Assembly, along with all United Nations bodies and agencies, recognizing that climate change is an urgent and immediate threat to human rights, health, sustainable development, food sovereignty, and peace and security, and calls upon all countries to implement the highest, most rigorous and most stringent levels of greenhouse gas reduction.

The Permanent Forum recommends that States ensure that the territories of indigenous peoples in Asia be free of State military interventions and that military bases, camps and training centres established in indigenous territories without the free, prior and informed consent of indigenous peoples be removed immediately, consistent with articles 19 and 30 of the Declaration.

States should recognize the rights of indigenous peoples to food and nutritional security and the sustainable production and consumption of healthy and nutritious foods by using appropriate sustainable technology. There is a particular need to ensure that indigenous peoples who depend on marine and terrestrial resources be supported in protecting and ensuring their rights to and sustainable use of those resources.

Calling attention to the high rates of suicide among indigenous youth in some countries, the Permanent Forum reiterates its call for States and relevant national aboriginal health bodies to convene a meeting to assess the root causes of indigenous youth suicide and to formulate preventive strategies. The Forum reiterates its call on UNICEF and WHO to convene a meeting on youth suicide.

The Permanent Forum recommends that the ASEAN Intergovernmental Commission on Human Rights recognize the human rights of indigenous peoples in the ASEAN declaration on human rights and establish a working group on indigenous peoples. The Permanent Forum calls upon the Government of the United States of America to comply with the provisions recognized in the Declaration and to ensure the rights of the Great Sioux Nation to participate in decision-making, as set out in article 19 of the Declaration, given that the construction of the Dakota access pipeline will affect their rights, lives and territory. Furthermore, the Forum recommends that the Government of the United States initiate an investigation of alleged human rights abuses by private security and law enforcement officers that occurred during protests to prevent construction of the pipeline.

The Permanent Forum urges Colombia to promote and guarantee the rights of indigenous peoples in the development of the regulatory framework of the Colombian peace agreement and to ensure that a process of free, prior and informed consent is established for the implementation of the “ethnic chapter” of the agreement with their full and effective participation.
