The Permanent Forum reiterates the recommendation, contained in paragraph 17 of the report on its second session (E/2003/43-E/C.19/2003/22), related to the sale of children, child prostitution and child pornography. The Permanent Forum invites OHCHR, in particular the Special Rapporteur on the sale of children, child prostitution and child pornography, to report on the situation of indigenous children to the Forum at its eleventh session.

The Forum welcomes the participation of the Chairperson of the Committee on the Rights of the Child in the high-level panel and dialogue on indigenous children and youth held during its second session, and expresses the hope that that will lead to enhanced monitoring and promotion of the rights of indigenous children at the national and international levels. The Forum recommends that the Chairman of the Committee inform the next meeting of the Chairpersons of the human rights treaty bodies of the results of the high-level panel and dialogue. The Forum recommends that the Office of the United Nations High Commissioner for Human Rights transmit the results of the discussion of the Committee to the Forum at its third session.

Noting that the Convention on the Elimination of All Forms of Discrimination against Women makes no reference to indigenous women and that it does not take into account the specific nature of the gender dimension of racial discrimination, the Forum recommends that the Committee on the Elimination of Discrimination against Women:
a. Pay special attention to the issues related to maintaining the integrity of indigenous women and the gender dimension of racial discrimination against indigenous peoples;
b. Organize a meeting, in collaboration with indigenous women, UNIFEM, UNESCO and UNDP, with the objective of beginning a process to develop and adopt a general recommendation on indigenous women, including women living under colonization.

The Permanent Forum notes with appreciation the work of the trilateral working group on violence against indigenous women and girls and urges Canada, Mexico and the United States of America, in cooperation with United Nations entities, to organize an international expert group meeting, by 2021, on ongoing issues of violence against indigenous women and girls in the region, including trafficking, as well as the continuing crisis of missing and murdered indigenous women.

The Permanent Forum has, in recent years, expressed considerable concern regarding the situation of indigenous youth and the lack of disaggregated data thereon. In 2016, the Forum decided to include a recurring item on indigenous youth in the agenda of its annual sessions and has issued several youth-specific recommendations. The Forum welcomes the progress made and encourages further action by indigenous organizations and youth, as well as by members of the United Nations Inter-Agency Network on Youth Development and the Inter-Agency Support Group on Indigenous Peoples’ Issues, in implementing those recommendations.

Positive developments have been achieved in setting international human rights standards for the rights of indigenous peoples to lands, territories and resources, including by regional human rights mechanisms in Africa and the Americas. The Permanent Forum welcomes those developments, including the recent decision of the African Court on Human and Peoples’ Rights in the case of the Ogiek community in Kenya. The Forum encourages indigenous peoples and States to engage further with regional mechanisms and to implement their decisions effectively.

The Permanent Forum welcomes the organization by the Sami Parliament of Norway of the Global Indigenous Preparatory Conference for the World Conference on Indigenous Peoples, held in Alta, Norway from 10 to 12 June 2013. Member States, the United Nations system and indigenous peoples are urged to consider the Alta Outcome Document (A/67/994, annex) as the basis for consultations on the elaboration of the outcome document of the high-level plenary meeting/World Conference on Indigenous Peoples.

The Permanent Forum welcomes the efforts of the indigenous Global Coordinating Group to respond to the request of the President of the General Assembly as its sixty-eighth session, which concluded with the nomination of two indigenous advisers. 1) The Permanent Forum recommends that States, indigenous peoples and United Nations agencies, funds and programmes immediately engage in a consultative process focused on the full and effective implementation of the outcome document at the local, national, regional and international levels. 2) It also recommends that the Under-Secretary-General for Economic and Social Affairs outline and provide his vision of a procedure to guarantee the direct participation of representatives of indigenous peoples, including the expert members of the Forum, in the preparation and coordination of the system-wide action plan, with the objective of promoting and protecting the human rights of indigenous peoples and to enhance and increase the coherence of the activities of the United Nations system in that regard. 3) The Forum invites the Under-Secretary-General for Economic and Social Affairs to inform the Forum on the progress at its fifteenth session.
