The Forum anticipates that the host country will do its utmost to assure the issuance in a timely manner of entry visas to members of the Forum and observers from non-governmental organizations, pursuant to article IV, section 11, of the Headquarters Agreement, in order to attend its sessions. The Forum also anticipates that other member States hosting United Nations meetings to which indigenous organizations are invited will also do their utmost to ensure the timely issuance of entry visas. The Forum further requests that consideration be given to the waivering of visa fees by host countries for applicants wishing to participate in the work of the Forum and related meetings and activities.

The Forum urges international donor agencies, regional organizations and States to incorporate indigenous people’s issues in the formulation of sector policies for development cooperation and to address indigenous peoples’ issues in their joint development programmes and projects to ensure that indigenous peoples and their issues are effectively mainstreamed into their work.

The Permanent Forum recommends that United Nations agencies review their policies, which presently allow them to assist only indigenous peoples in developing countries, and to urgently revise such policies to ensure that all indigenous peoples, in both developed and developing countries, have access to resources, technical assistance and other support from all United Nations agencies and funds.

Reiterating the recommendation made at its seventh session, the Permanent Forum recommends that the United Nations High Commissioner for Refugees and the International Organization for Migration focus on the vulnerability of indigenous peoples in the Pacific region, in particular in view of the effects of climate change (see E/2008/43-E/C.19/2008/13, chap. 1, sect. The Permanent Forum recommends that the Inter-American Development Bank reconsider its policy and strategies so as to ensure the inclusion of representatives of indigenous peoples in an advisory body and incorporate the right of indigenous peoples to free, prior and informed consent, without any qualifications, into safeguard policies and project-related instruments.

The Permanent Forum expresses its concern about the continuing and long-term negative impacts of large dams on indigenous peoples in many parts of the world. Many large dams continue to be planned for construction on indigenous lands. The Permanent Forum supports the implementation of the recommendations of the World Commission on Dams contained in its report Dams and Development: A New Framework for Decision-making. The implementation of these recommendations must be in accordance with the provisions set out in the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum takes note of the concerns expressed by the African Indigenous Peoples Caucus on the announcement by the World Bank in February 2014 of its intention to map Africa’s mineral resources by using satellites and airborne mineral surveys. The Forum calls upon the World Bank, African Governments, investor Governments and the private sector to disclose information about the “billion-dollar map” project, prior to any intervention and in a transparent manner, and requests that commitments to international norms and standards in relation to the rights of indigenous peoples be recognized and respected. The Forum also recommends that the World Bank involve indigenous peoples’ representatives in the mapping process and that indigenous peoples’ free, prior and informed consent be respected, consistent with articles 19 and 41 of the Declaration.

The Permanent Forum urges States to respect and support indigenous peoples’ priorities, including through the development and implementation of economic recovery strategic plans to support and strengthen indigenous peoples’ institutions, authorities and decision-making bodies in the exercise of their right to selfdetermination. The Permanent Forum recommends that an expert group meeting on urban indigenous peoples and migration be organized by the United Nations Human Settlements Programme (UN-Habitat) in cooperation with the secretariat of the Permanent Forum with the participation of the members of the Permanent Forum, experts from indigenous organizations, the United Nations system and other relevant intergovernmental organizations and interested Governments, for the purpose of formulating recommendations for consideration, as part of its preparatory work for the sixth session. The Permanent Forum requests donors to provide financial resources for this expert group meeting. The Permanent Forum invites the International Organization for Migration to assist in the preparations for this meeting.
