The Permanent Forum calls upon Member States, the bodies and organizations of the United Nations system, the United Nations funds and programmes, the Inter-Agency Support Group and, in particular, the United Nations country teams, indigenous peoples’ organizations and non-governmental organizations in consultative status with the Economic and Social Council, to report on the implementation of the Forum’s recommendations, especially by responding to the questionnaire prepared by the Forum secretariat.

The Permanent Forum recommends that WHO and FAO, together with the Inter‑agency Support Group on Indigenous Peoples’ Issues, promote dialogue forums at the national and regional levels between government ministries and indigenous peoples to establish culturally relevant strategies for addressing the epidemiological risks and the food and environmental crises resulting from the pandemic, as well as for addressing access to justice and the safeguarding of indigenous peoples’ territorial control.

Indigenous peoples should be free to continue and enhance the participation of their institutions in various processes locally, nationally, regionally and globally in forms and ways that are culturally appropriate for them and that ensure equality and non-discriminatory access. In that regard, the Permanent Forum recommends that Member States and indigenous peoples involved in international regional cooperation forums exercise an inclusive and non-discriminatory approach towards indigenous peoples living in the countries and territories covered by such forums.

The COVID-19 pandemic has had a devastating impact on the livelihoods of indigenous peoples, including nomadic peoples. Furthermore, the pandemic has exacerbated the plight of young women with regard to forced early marriage, female genital mutilation and lack of access to health care. The Permanent Forum calls on Member States to implement effective measures to address these challenges in their post-pandemic recovery efforts

The Forum welcomes the preparation of daily press releases in English, French and Spanish on the discussions of the Forum during its session. The Forum requests the Department of Public Information, in collaboration with the secretariat of the Forum, to:

b) Develop an overall strategy to fulfil the mandate of the Forum to disseminate information on indigenous peoples and their issues.

The Forum intends to pursue the agenda of mainstreaming indigenous issues into the process of the Millennium Development Goals and applying the thematic approach to build up a three-year programme of work. The Permanent Forum requests WHO, in cooperation with indigenous health providers, to conduct a study on the prevalence and causes of suicide among indigenous youth and on efforts being made, including culture-based approaches, to prevent suicide and promote mental health and wellness. The Forum recommends that the Inter-Agency Support Group on Indigenous Peoples’ Issues and WHO organize an expert group meeting to review policies and best practices with regard to engaging indigenous youth on the prevention of suicide.
