The Permanent Forum requests the Office of the President of the sixty-eighth session of the General Assembly to maintain close communication with the Forum, through its secretariat, to facilitate the Forum’s contribution to the preparatory stages of the World Conference. The Forum also requests the Department of Economic and Social Affairs of the Secretariat to provide support to the secretariat of the Forum to carry out its responsibilities in this regard.

The Permanent Forum notes the intention of the members of the North American indigenous caucus to hold a conference on indigenous children and youth in detention, custody, adoption and foster care, and urges members of the caucus to invite members of the Forum, Government representatives and youth representatives to discuss model programmes and effective measures to address the disproportional representation of indigenous children and youth in detention, custody, adoption and foster care.

The Permanent Forum expresses thanks to the Government of Finland for hosting its pre-sessional meeting for 2020. The Forum also expresses its thanks to the Governments of Bolivia (Plurinational State of), Canada, China, the Congo, Denmark, Guatemala, Mexico, Nicaragua, Norway, Peru, the Russian Federation, Spain and the United States of America, as well as the government of Greenland, for having hosted previous pre-sessional and intersessional meetings of the Forum. The Forum recommends that States that have not yet done so consider hosting such meetings in the future. It also requests that the secretariat of the Forum organize pre-sessional meetings for future sessions of the Forum.

Since the adoption of the 2030 Agenda for Sustainable Development by Member States in 2015, the Permanent Forum has repeatedly highlighted the importance of ensuring the meaningful and full participation of indigenous peoples in the implementation of the 2030 Agenda. Unfortunately, the world is not on track to meet globally agreed targets. This has been particularly evident during the period of the COVID-19 pandemic, in which existing inequities have been exacerbated, placing the survival of indigenous peoples at greater risk. During the pandemic, indigenous peoples, in particular indigenous women and girls, have not only been left behind, but have been left even further behind.

The Forum takes note with satisfaction of the enhanced contributions of the United Nations system in its work, and recommends that the United Nations system, Governments, indigenous and other organizations further assist in the implementation and monitoring of the Forum’s recommendations and report to the Forum at its annual sessions. The Forum notes with appreciation the database of recommendations and their implementation status, as well as indicative time frames prepared by its secretariat, and recommends that the secretariat further develop this as a useful tool.

The Permanent Forum recommends that the Joint United Nations Programme on HIV/AIDS, the United Nations Children’s Fund and other relevant United Nations entities collaborate with indigenous organizations in all regions to develop comprehensive guidelines, including best practices for culturally safe sex education by and for indigenous peoples. That type of comprehensive education may serve as an effective violence-prevention means.
