The Permanent Forum also calls upon Member States to expand indigenous language immersion methods and bilingual schools to support indigenous children and youth to reclaim their languages. The Permanent Forum recommends that Member States, where appropriate, incorporate intercultural and bilingual education in national school curricula, including through language immersion programmes, and ensure that the language of the subnational region or area in which the school is located is part of the curricula. In this regard, the Permanent Forum recommends that Member States, in close cooperation with indigenous peoples, establish educational programmes on indigenous languages for indigenous teachers, filmmakers, translators and interpreters, scientists, information technology specialists and other professionals. Such efforts would support the expansion of domains covered by indigenous languages and, consequently, contribute to language development and maintenance and the restoration of indigenous peoples’ pride in their own languages.

The Permanent Forum therefore urges the World Health Organization to develop a strategy and programme to tackle self-harm and suicide among indigenous children and young people at the global level. The Forum recommends taking into account the initiatives that are being conducted at the regional level, in particular by the Pan American Health Organization, and using them as a basis for further expansion. As a first step, the Forum suggests that the World Health Organization gather evidence and initiate research on the prevalence of self-harm and suicide among indigenous children and young people at the global level and prepare a compilation of good practices on prevention of self-harm and suicide among indigenous young people, publishing its findings by 1 January 2017.

The Permanent Forum recognizes the cultural significance and medical importance of the coca leaf in the Andean and other indigenous regions of South America. It also notes that coca leaf chewing is specifically banned by the United Nations Single Convention on Narcotic Drugs (1961). The Permanent Forum recommends that those portions of the Convention regarding coca leaf chewing that are inconsistent with the rights of indigenous peoples to maintain their traditional health and cultural practices, as recognized in articles 11, 24 and 31 of the Declaration, be amended and/or repealed.

The Forum reiterates the recommendations on the dissemination of information on indigenous issues, and invites indigenous peoples organizations, through the indigenous education caucus, to foster new forms and ways to further education and dissemination of information concerning the Forum to indigenous peoples communities and organizations, using radio programmes, publications and other appropriate cultural and educational media. The Forum recommends that the funds, programmes and organizations of the United Nations system assign appropriate resources and funds to achieve that objective.

The Permanent Forum welcomes the study presented by UNFPA, in collaboration with CHIRAPAQ (Centro de Culturas Indígenas del Perú), entitled “Progress and challenges regarding the recommendations of the Forum on sexual and reproductive health and rights and gender-based violence”. The Permanent Forum invites UNFPA to make efforts to disseminate the findings of the study at the global, regional and country levels among Member States, United Nations mechanisms and indigenous organizations. The Forum also invites UNFPA to engage in concerted dialogue wit h the nine Member States that were part of the study on next steps to put into action the recommendations of the study, and to report to the Forum at its eighteenth session on progress made.

The Permanent Forum is profoundly concerned about the report of the Special Rapporteur on the right to education regarding the extensive child-labour practices in many States involving indigenous children, which represents a grave violation of their human rights, including their right to education. The Forum urges States to consider their obligations in this regard according to the United Nations Convention on the Rights of the Child and ILO Conventions No. 138 (Minimum Age Convention) and No. 182 (Worst Forms of Child Labour Convention).

The Forum urges UNICEF, the lead United Nations agency on children, to adopt a policy relating to indigenous children. The Permanent Forum urges UNICEF to include questions on ethnicity, cultural and tribal affiliation and language in its Demographic and Health and Multiple Indicator Cluster Surveys, in order to obtain disaggregated data on the goals set forth at the World Summit for Children and the health needs of indigenous children.

The ongoing COVID-19 pandemic has highlighted the urgent need for the collection of disaggregated statistical data on the situation of indigenous peoples. Where such data are available, they have shown that the pandemic has affected indigenous peoples differently than other populations, requiring culturally appropriate approaches and solutions. The Permanent Forum reiterates its recommendation to Member States to collect and disseminate disaggregated statistical data on indigenous peoples, in close cooperation with indigenous peoples themselves, in order to support evidence-based policymaking and programming.

Education in the mother tongue and bilingual education, foremost in primary and secondary schools, lead to effective and long-term successful educational outcomes. The Permanent Forum urges States to fund and implement the Programme of Action for the Second International Decade of the World’s Indigenous Peoples, specifically in the following education-related objective. The Forum underlines the need for States to respect and promote indigenous peoples’ definitions of learning and education, founded on the values and priorities of the relevant indigenous peoples. The right to education is independent of State borders and should be expressed by indigenous peoples’ right to freely traverse borders, as supported by articles 9 and 36 of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum recommends that the United Nations Population Fund (UNFPA) advance data and research on the challenges that indigenous women and girls face in realizing their right to bodily autonomy and the right to be free from violence, including reproductive coercion and in birthing practices. Furthermore, the Permanent Forum invites UNFPA to prepare a study on indigenous women’s bodily autonomy, with the participation of indigenous women, and to present its findings at the twenty-third session of the Permanent Forum, to be held in 2024.

UNESCO and UNICEF should continue to promote bilingual and cross-cultural education programs for indigenous peoples and schools for girls and women's literacy progrmas in Latin America, and should encourage and expand these experiences in other regions.
